The Kenya Institute for Public Policy Research and Analysis (KIPPRA) was established in May 1997 as a State Corporation and commenced operations in 1999. In February 2007, the KIPPRA Act No. 15 of 2006 came into being, granting the Institute a solid legal basis to execute its mandate as a public policy research Think Tank of the Government of Kenya. The overall mandate of KIPPRA is to develop capacities for policy formulation, implementation and evaluation within National and County governments; undertake relevant and timely policy research and analysis; serve as a point of policy engagement and communication on public policy; and develop and maintain a reservoir of knowledge on public policy in contributing to the achievement of national development goals.

In recognition of that commitment and responsibility, KIPPRA has developed a Public Policy Repository (PPR) that will provide its stakeholders with a one stop shop for national and county government policy documents. The goal of the repository is to strengthen the research-to-policy linkage, through availing to both internal and external customers, an open access platform for all the government policy documents dating back to 1963.

The content hosted in the repository will include policy papers, sessional papers, development plans, economic blueprints and masterplans, presidential speeches and directives, legislation, regulations, county governments policy documents, research publications produced by KIPPRA and links to other selected policy research publications.

The benefits of the public policy repository are numerous. By collecting, collating, indexing and preserving these works, KIPPRA will be making Government policy documents more visible on the web to reach a wider readership via free online access. The repository will complement traditional government publishing channels to avail policy messages to the public domain.
