The Kenya Institute for Public Policy Research and Analysis (KIPPRA) was established in May 1997 as a State Corporation and commenced operations in 1999. In February 2007, the KIPPRA Act No. 15 of 2006 came into being, granting the Institute a solid legal basis to execute its mandate as a public policy research Think Tank of the Government of Kenya. The Institute executes its mandate through developing capacities for policy formulation, implementation and evaluation within National and County governments; undertaking relevant and timely policy research and analysis; serving as a point of policy engagement and communication on public policy; and developing and maintaining a reservoir of knowledge on public policy in contributing to the achievement of national development goals

In recognition of that commitment and responsibility, KIPPRA has developed a Public Policy Repository (PPR) that will provide its stakeholders with a one stop shop for national and county government policy documents.. The goal of the repository is to strengthen the research-to-policy linkage, through availing to both internal and external customers, an open access platform for all the national policies organized by sectors for ease of retrieval. The content hosted in the repository will include government policy documents since 1963, including Policy papers, sessional papers, development plans, Presidential speeches and directives, legislation, regulations, county governments policy documents, research publications produced by KIPPRA and links to other selected policy research publications.

The benefits of the public policy repository are numerous. By collecting, collating, indexing and preserving these works, KIPPRA will be making Government policy documents more visible on the web, and reaching a wider readership via free online access. The repository will complement traditional government publishing channels to avail policy messages to the public domain.
