The 2022 County Fiscal Strategy Paper (CFSP) has been prepared in line with Section 117 (1) and (6) of the Public Finance Management Act, 2012 and PFM Regulations, 2015. The County Fiscal Strategy Paper (CFSP) underpins the county fiscal and budget framework by laying out strategic priorities and fiscal policy – that is what the county plans to do regarding revenue, expenditure and debt management over the medium-term. Importantly, this document sets the sector and program resource ceilings that guide the FY 2022/2023 budget estimates. The CFSP outlines the Medium-Term Fiscal Framework, which offers mechanisms for entrenching sustainable growth and development for efficient service delivery

The County Fiscal Strategy Paper, (CFSP) is a government policy&#13;
document that sets out the broad strategic priorities and policy goals that will guide&#13;
County government in preparing the budget for the next financial year. The policy&#13;
direction of the CFSP is typically informed by the policies outlined in the various&#13;
government policy documents such as the Vision 2030, Medium term plans, and&#13;
Sectoral Strategic plans as well as the strategic interventions. The County Fiscal&#13;
Strategy Paper (CFSP) therefore provides broad strategic direction that will guide&#13;
the County government in formulating their annual budget for a given financial&#13;
year.&#13;
For the County Fiscal Strategy Paper to provide strategic policy&#13;
information, it requires the annual development plan to be provided and&#13;
disseminated so as to link the budget to our county development agenda. In future,&#13;
the departments should endeavor to cooperate with the committee by submitting&#13;
programmes and other supporting documents on time and when requested.

This County Fiscal Strategy Paper 2018/19 (CFSP) is framed against a&#13;
backdrop of improving global and regional economic prospects. On the&#13;
domestic front, our economy has remained resilient, with growth supported by&#13;
a stable macroeconomic environment, resilient domestic demand and ongoing&#13;
public infrastructural investments.&#13;
The expenditure priorities in the sector ceilings in this County Fiscal Strategy&#13;
Paper 2018/19 (CFSP) have been realigned to sector priorities and H.E&#13;
Governor’s Manifesto. In this regard, the targeted key expenditures have&#13;
prioritized provision of safe and clean drinking water, enhancing health care&#13;
coverage, improving food security and value addition and increased investment&#13;
in infrastructure.

This Fiscal Strategy Paper, the third since the operationalization of the County&#13;
Governments, sets out county policy goals and strategic priorities that will be&#13;
the basis for formulation of County’s Financial Year 2016/17 budget and the&#13;
Medium Term. The Paper is prepared in accordance with the Public Finance&#13;
Management Act, 2012.&#13;
The County priorities and goals outlined herein are based on the County&#13;
Integrated Development Plan 2013/17, the Annual Development Plan 2016/17&#13;
and the Strategic Plan with emphasis on investment in: Agriculture and food&#13;
security, Infrastructure, accessibility of water, accessible health care and&#13;
education. These priorities shall form the basis for formulation of FY 2016/17&#13;
budget and the Medium Term. The paper therefore links county planning and&#13;
policies to Budget which is the main objective of the Medium Term Expenditure&#13;
Framework.
