<summary type="text">Vihiga County Fiscal Strategy Paper 2018
This County Fiscal Strategy Paper (CFSP) sets the out County strategic priorities that will form &#13;
the basis for budgeting for the financial Year 2018/2019 and the Medium-Term Framework. It has &#13;
been prepared in accordance with section 117 of the Public Finance Management Act, 2012 and &#13;
aligned to the Budget Policy Statement published by the National Treasury.   &#13;
It outlines the County performance levels on revenue and expenditure vis a viz the approved &#13;
estimates. It goes further to set out projections on estimated revenue, expenditure and &#13;
deficit/surplus in the coming financial year. The estimated resources, priorities and goals are set &#13;
based on the County Integrated Development Plan (CIDP). These priorities shall form the basis &#13;
for resource allocation for every department.

<summary type="text">Vihiga County Fiscal Strategy Paper 2020
The Vihiga County Fiscal Strategy Paper 2020 is a result of contribution and concerted efforts of many people. The paper is informed by the Public Finance Management Act 2012 Section 117 (1) which stipulates that the County Treasury should prepare the Fiscal Strategy Paper for the County. This Strategy Paper sets out broad strategic priorities and policy goals that will guide the Vihiga County Government in" preparing its budget for coming Financial Year 2020/2021 and over the medium term. The preparation of this fiscal strategy paper continues to be a collaborative effort from an array of expertise of professionals and key stakeholders in the County. Most of the information in this paper has been obtained from the National and County Government policy papers and Agencies. We are grateful for their inputs. We are also grateful for those who provided inputs during the various budgeting forums  conducted in the County, in  addition to comments from the Commission  for revenue Allocation and other stakeholders.

<summary type="text">Vihiga County Programme Based Budget 2018/2019-2020/2021
In line with Vision 2030 the county executive will strive to provide leadership and policy&#13;
direction that will transform Vihiga to a middle income county offering prosperity to its&#13;
citizenry.&#13;
Major achievements the county executive has achieved in the last three years of devolution&#13;
include; establishment of the administrative and institutional structures in the county, Creation of&#13;
ancillary divisions like communication, protocol, special Programmes amongst others to provide&#13;
the necessary support programmes, and adoption of e-government platform in county&#13;
government operations.&#13;
During the fy 2017/18 budget implementation period the county executive faced several&#13;
challenges that included: delays in establishing institutional structures to operationalize&#13;
devolution in departments, slow disbursements of funds, human resource capacity constraints,&#13;
inadequate funding for disaster and emergency response, limited office space, and weak&#13;
monitoring and evaluation framework.&#13;
The county executive in the fy 2018/19 seeks to focus on strategic reforms that will bolster&#13;
broad-based economic and social development that will address the social economic challenges&#13;
in the county; increasing poverty, wealth creation and food security. Priority areas will include;&#13;
formulation of the necessary institutional and legal frameworks that will strengthen coordination&#13;
of county government development agenda at the sub-county and ward levels, effective&#13;
intergovernmental relations, improved public participation by constantly engaging the citizens,&#13;
and enhanced PPPs in infrastructure development and service delivery. The County Executive&#13;
will also institute early warning systems for disaster forecast and response, and set aside an&#13;
emergency fund for disaster management.

The youth policy of the county government of Vihiga has been developed within the context of the changing needs and aspirations of the youth. it defines the mission of the ministry of youth, sports, culture and social services of the county government of Vihiga as a timely response to challenges and emerging needs of the youth. the policy lays emphasis on opportunities to empower young people to develop their resilience and is therefore an essential planning tool guiding the county in its approach to youth development focusing interventions and services that would ensure the rise of a vibrant youth by 2030. it provides a framework on which all programmes and sectoral policies will base their efforts to mainstream issues affecting the youth at all levels of governance in the county, including a mechanism for accountability. the policy encourages the use of an all-inclusive and participatory approach and joint action by relevant players in its implementation.

<summary type="text">Vihiga County Annual Development Plan 2021/2022
This is the fourth Annual Development Plan (ADP) of the 2018-2022 CIDP. Like the previous ADPs the plan endeavors to outline the Programmes and projects the county government intends to implement during the F/Y 2021/22. The ADP will be implemented by departments through annual operation plans. The ADP will provide the benchmarks upon which the performance of the county government will be gauged. The 2021/22 ADP endeavors to achieve the following strategic objectives; macroeconomic stability; public sector reforms and transformation; infrastructural development including road networks, water and sanitation; enhanced equity and creating opportunities for the very poor and vulnerable and. Other key priorities during the plan period will include’ increased access to quality early childhood education and Technical and vocational training; enhanced food security; increased access to universal health care; human resource development and environmental conservation.
