This is the Fourth Annual Development Plan to be implemented by the County
government of Vihiga since the inauguration of the new Kenya Constitution in 2010 and
subsequent establishment of the county government in 2013. The ADP outlines the
projects and activities to be implemented by the county government departments in the
financial year 2016/17.
The first ADP focussed on laying the foundations for growth and targeted initiatives
required for social, physical and political transformation. The county government
realised most of its programmes and activities identified and prioritized in the CIDP as
part of the Medium-term objectives of the County during its first year.
As the county embarks on the preparation and launching of the second ADP to cover
the financial year 2016/17, the need for dedicated and sustainable implementation of
CIDP and the Kenya vision 2030 cannot be gainsaid. This will inevitably require
commitment and effective partnership of all actors from the national and county
government, development partners, the private sector players as well as the local
community.
This ADP has embraced a wide range of projects and programmes that target to
improve agricultural production, industry and social services in response to the needs of
the citizenry as reflected in the MTEF public fora and the CIDP.

The economy of Vihiga County is pre-dominantly agro-based with Agriculture expected to
be the primary source of incomes and livelihoods as observed in the CIDP.
This Annual Development Plan, (ADP, 2014-15) has been developed to facilitate the
implementation of the CIDP. It borrows heavily from theme of the Second Medium Term
Plan (MTP II) which is the immediate reference point and strategic guide for the entire
Country. The collective synergies of all County Departments in close collaboration with all
key stakeholders will therefore be necessary to ensure effective and efficient implementation
of the Plan.
To achieve the required success of this Plan, clear and achievable targets have been proposed
on how to seize the emerging opportunities and also address the expected challenges. It is
expected that the envisaged results will be realised by focussing on the strategic areas of food
security and infrastructural development. Deliberate efforts to ensure greater private sector
participation will be promoted while the County government will strengthen its role of
offering regulatory and coordination support. This engagement will be a joint effort that will
be driven by the PPPs framework following the launching of the PPP committees by his
Excellency the Governor and is expected to yield strong and accountable commitments by all
players in development for a common goal in delivering results for the people of Vihiga.
This ADP will be refereed along-side the Departmental Strategic Plans to guide the
Departments in formulating the appropriate Work Plans. When fully implemented, the
County Government is confident that this ADP will pull towards delivering the County’s

The framework and preparation of the C-ADP 2023/23 is hinged on the legal mechanism spelt out in the Kenya Constitution, the County Government Act 2012 and Public Finance Management Act 2012. Article 220 (2) of the Kenya Constitution provides that the national legislation shall prescribe the structure of development county plans and budgets. The County government Act 2012 details the goals and procedures of planning in counties. Part XI of the Act provides that counties prepare 5- year County Integrated Development Plans (CIDPs), 10 -year Sector Plans and Annual Development Plans (ADPs. The PFMA, 2012, through section 126 requires that county government prepares annual development plans to guide the annual resource mobilization, budgeting and implementation framework.

This CADP is the blueprint upon which the implementation of Programmes and projects in the F/Y 2020/21 bythe county government departments and entities will be built upon. It is also an important management instrument that reviews the county sector performances in the previous plan against the set targets. The CADP is in line with the Governor’s manifesto, the CIDP, the Big Four Agenda and the Vision 2030. The preparation of the CADP is anchored in law. Section 126 of the PFMA requires that County Governments prepare the County Annual Development Plans as a basis for formulation of the county budget estimates and spending. This CADP will therefore form the basis upon which the 2020/21 county budget estimates will be prepared.

This is the fourth Annual Development Plan to be implemented by the county government of Vihiga since the establishment of the county government after the proclamation of the new Kenya Constitution in 2010. The ADP highlights the programmes to be implemented by the county government in the financial year 2017/18.
The first, second and third ADPs focussed on laying the foundations for the county development and mainly focussed on expansion of physical and social infrastructure. During the last three years the county government achieved various development targets identified and prioritized in the CIDP as part of the Medium-term objectives of the County.
As the county embarks on the preparation of the fourth the ADP for the period F/Y 2017/18, the actual will inevitably require commitment and effective participation of all actors from the national and county government, development partners, the private sector players as well as the general Vihiga citizenry.

The 2022/23 CADP has been developed in line with the 2018-22 CIDP, Kenya Vision 2030,
the Big Four Agenda, the Global Sustainable Development Goals (SDGs) and other relevant
protocols and sectoral policies. The preparation and implementation of this plan is based on
stakeholder participation and good governance. It has taken into account requisite
constitutional and legal requirements. Kenya Constitution recognizes the importance of
planning as articulated in Article 220 (2), and Articles 201 that further sets out the principles
that should be adhered to in the administration and management of public finance that
includes; accountability, openness and promotion of equity

This is the fourth Annual Development Plan (ADP) of the 2018-2022 CIDP. Like the previous ADPs the plan endeavors to outline the Programmes and projects the county government intends to implement during the F/Y 2021/22. The ADP will be implemented by departments through annual operation plans. The ADP will provide the benchmarks upon which the performance of the county government will be gauged. The 2021/22 ADP endeavors to achieve the following strategic objectives; macroeconomic stability; public sector reforms and transformation; infrastructural development including road networks, water and sanitation; enhanced equity and creating opportunities for the very poor and vulnerable and. Other key priorities during the plan period will include’ increased access to quality early childhood education and Technical and vocational training; enhanced food security; increased access to universal health care; human resource development and environmental conservation.

This ADP reviews the county sector performances in the previous plan period and outlines
programmes and projects the County Government seeks to implement in the financial year
2019/2020. A review of implementation of the previous plan shows that most sectors did not
achieve their optimum performance mainly due to limited resources. The County Government
continues to be constrained in resources to meet the increasing demand for service delivery
from its citizenry. The increasing population and limited economic opportunities has
compounded the problem. Donor commitments and Private Public Partnerships (PPPs) will be
explored to bridge the gaps.
The 2019/2020 ADP has embraced projects and programmes in the 2018-2022 CIDP, the
Vision 2030 and other national and international commitments. Expansion of agricultural
productivity, revitalization of industries, improved access to effective and efficient universal
health care as well as development of affordable and decent housing will be prioritized as
reflected in the big four agenda. Other priority target areas include programmes geared
towards ensuring food security; provision of competitive technical and vocational skills,
provision of reliable clean and safe water, environmental conservation and promotion of
domestic tourism.

This County Annual Development Plan provides a review of projects/programmes to be
implemented in during the financial year 2018/19. It assesses the performance of county government
in the previous financial year in achieving the targets and benchmarks contained in the 2013-2018
CIDP and highlights the programmes/projects to be implemented in the F/Y 2018/19 based on the
2018-2022 CIDP. The ADP has benefited from data and information from departments, documents
such as the County Monitoring and Evaluation report, the CIDP, the CBROP and the CFSP.
