The Budget estimates required for the Financial Year (FY) 2015/2016 is for Salaries; Operations/Maintenance and Capital expenses for the Office of the Governor. Other activities include, Public Sector Advisory, Coordination, Supervisory and Management of County Affairs. The budget will be executed through the office of the Governor, Deputy Governor, County&#13;
Secretary and the County Public Service Board. In the MTEF 2015/2016, the Budget for the Office of the Governor is estimated to be KShs.501,835,844 This figure is projected to increase to Kshs. 521,909,319 and Kshs 542,785,692 in the financial years 2016/2017 and 2017/2018 respectively.

The County Government of Kisii recognizes that the presence of a capable, effective, and forward-looking Public Service that will be able to implement the County Government’s development policies and deliver services in an efficient and timely manner, is a prerequisite for fulfilling the good governance goals. The Kisii County Government Integrated Development Plan have included provision of electronic services by the public service as one of the indicators for the growth of the ICT industry and overall economic growth of the county. KCG ICT Standards focus on mainstreaming of ICT in the KCG to ensure that the county&#13;
government realizes the potential of ICT in the efficient management of the public service and improvement of delivery of services to the general public. The Policies and standards have been developed for specific critical areas of the KCG&#13;
Public Service.

<summary type="text">Kisii County Fiscal Strategy Paper 2021/2022
The 2021 County Fiscal Strategy Paper (CFSP) is the fourth prepared in the&#13;
implementation of the County Integrated Development Plan (CIDP) 2018-22 in&#13;
realization of the County aspiration of “prosperity for all”. It outlines the current&#13;
state of the economy with respect to the County, provides macro-fiscal outlook over&#13;
the medium term and specifies the set strategic priorities and policy goals together&#13;
with a summary of Government spending plans, as a basis for the FY 2021/22 budget&#13;
and medium term.&#13;
The Kisii economy has performed well since inception of devolution largely due to&#13;
massive investment in infrastructure and productive sectors, the contribution of the&#13;
County to the country’s GDP is estimated at 2.1 percent. However, the growth&#13;
momentum was slowed in 2020 when the COVID-19 strake in Kenya. This Paper is,&#13;
therefore, prepared against a background of a contracting economy occasioned by the&#13;
COVID-19 containment measures put in place by both National and County&#13;
Governments which have disrupted businesses and livelihoods.

The County Fiscal Strategy Paper (CFSP) is prepared in line with Section 117 of the PFM Act, 2012. This is the third CFSP to be prepared in the implementation of the second generation of the County Integrated Development Plan (CIDP) 2018-2022. The Paper sets out the county's priority programs to be implemented in the Financial Year (FY) 2020-2021 and over the medium term.&#13;
The focus in the FY 2020-21 and over the medium term will be in the implementation of programmes in Agriculture, Water, Health, Roads, Trade and Urban Development. These strategic priorities are capital intensive and taking into account the limitation&#13;
in our resource envelope, their implementation will therefore be spread over the medium-term period. Proper implementation of these programs as expounded in this CFSP will raise county economic efficiency and productivity and in turn, make our county competitive, thus creating vast opportunities for productive jobs and securing livelihoods and are in harmony with the “Big Four Agenda” of the National Government for the realization of the Kenya Vision 2030.

<summary type="text">Kisii County Budget Review and Outlook Paper 2018/2019
The County Budget Review Outlook Paper (CBROP) is prepared in line with section 118 of the&#13;
Public Finance Management Act, 2012. It captures updated economic forecasts with sufficient&#13;
information that will inform the budget proposals for following financial year. It further reviews&#13;
the previous year’s budget and provides an outlook for the following year’s budget.&#13;
In reviewing the County’s fiscal performance for the Financial Year 2018/2019, this paper&#13;
analyses the performance of the County own revenue in the period. It is included the total revenue&#13;
realized in relation to the projected revenue for the same year. Causes for underperformance in&#13;
revenue collection are also highlighted. The analysis also includes performance of County&#13;
departments’ expenditures for the period under review.&#13;
This paper provides an overview of how the actual performance of the FY 2018/19 affected the&#13;
financial objectives as outlined in the CFSP of 2018. Through the analysis of the of FY 2018/19&#13;
budget performance, it laid the basis for adjusting the FY 2019/20 budget. It is therefore, my&#13;
expectation that the policy paper will be useful in enhancing financial discipline and fiscal&#13;
responsibilities outlined in section 107 of the PFM Act 2012 that will contribute towards the&#13;
realization of aspiration of the of the county residents.

The County Annual Development Plan (ADP) is prepared in accordance with Section 126 of the&#13;
Public Finance Managent (PFM) Act, 2012 and Section 104 of the County Government Act,&#13;
2012.This is the fourth Plan prepared to implement the second generation of the County Integrated&#13;
Development Plan (CIDP ) 2018-2022 in realization of Vision 2030 and achievement of the&#13;
Sustainable Development Goals (SDGs).&#13;
Due to COVID-19 containment measure, it was not possible to hold physical public participation.&#13;
However, the public gave their submissions through the Ward and Sub-county administrators. The&#13;
proposals were then reviewed in consultative virtual meetings between 4th and 6&#13;
th August, 2020&#13;
through zoom. The preparation process, therefore, complied to Section 87 of the County&#13;
Government Act, 2012.&#13;
The poverty index in county has reduced from 52 percent recorded in 2009 according to CIDP&#13;
2013-2018 to 44.5 percent. However, the County is ranked among the poor counties in Kenya. The&#13;
2015/16 Kenya Integrated Household Budget Survey (KIHBS) report, 2018 places the poverty&#13;
index in the County at 44.5 percent against the national figure of 32 percent.
