The Constitution of Kenya, 2010 requires that land be used equitably, efficiently, productively and
sustainably. The supreme law of the land further advocates for a planned nation, access to water, shelter
and clean environment among other basic human rights. However, more than a decade after its
promulgation, Nyamira County and Kenya at large continues to grapple with rapid and uncontrolled
urbanization, inadequate infrastructure and services, degradation of the environment, under-utilization
of natural resources, uncoordinated development efforts, unplanned urban areas, uneven distribution
of resources, uneconomical land fragmentation and food insecurity. This has mainly been occasioned
by the lack of an overall spatial development framework to harmoniously coordinate development
countywide.
Taking this into account, The County Government of Nyamira initiated the preparation of the County
Spatial Plan (CSP) with an aim to address the development issues. Informed by the situational analysis
report, the CSP builds on the county’s strengths and opportunities. It is a 10-year spatial framework
that guides land use within the county in order to achieve a coordinated development and socioeconomic
transformation.

The Sector Report articulates economic policies and sector priority programs that the County
intends to implement in the remaining part of the 2018-2022 CIDP as articulated in the
departmental strategic plans and their respective annual work plans that are anchored in the
County government‘s economic blue print. The overarching objective of the Sector Report is to
consolidate our past achievements and take cognizance of implementing challenges in the past three
years as we identify opportunities and strategies for the realization of Kenya Vision 2030. The
strategy paper lays a foundation for development of cottage industries, value adding processes,
agribusinesses, infrastructure development and improvement, training and capacity building, youth
empowerment and innovation, among other initiatives, that will eventually transform the Nyamira
economy to the next level.
Therefore, the county government of Nyamira is focused on developing policies and
legislations that will attract and retain investments, capital and skilled manpower; promote
security and social cohesion that are prerequisites for socio-economic growth and development.
The realization of this strategy is premised on the support of other arms of the county and national
governments in particular, passing legislation, playing oversight role, promoting intergovernmental
relations, enhancing public participation, civic education, monitoring and
evaluation, recruitment, training and retention of skilled manpower, private public partnerships,
among others.

The County Budget Review and Outlook Paper (CBROP) 2023 has been prepared in line with the Constitution of Kenya 2010 and Section 118 of the PFM Act, 2012. It presents the fiscal performance for 2022/2023 Financial Year and the outlook in the medium-term period. The updated macroeconomic outlook provides a basis to revise the 2023/2024 budget in the context of the supplementary estimates, as well as setting out the broad fiscal parameters for the next medium-term framework budget.
In terms of resources mobilization, the county realized Kshs. 6,596,964,190, against a target of Kshs.7,94,885,582 in 2022/2023. This included locally generated revenue amounting to Khs. 284,583,628 an increase from Kshs. 168,276,586 raised in 2021/2022. Despite the bad performance in local revenue generation, it still fell short and worse of the Kshs. 497,916,392, targets for the year. A number of measures have been put in place in order to address challenges of local revenue including automation of revenue collection as well as review of the Finance Act. On expenditure, the County absorbed Ksh.5,951,598,374 against a target of Kshs. 7,094,885,582. The actual expenditure comprised of Ksh.1,371,341,594 and Ksh.4,580,256,780 as development and recurrent expenditures respectively and represented an absorption rate of 63% for development while recurrent absorption rate was 84%. This is a challenge that will be addressed by ensuring timely procurement and strengthening monitoring of progress of development projects.

uplift the welfare of the people and ensure sustainable social, economic, environmental and
political development. This County Annual Development Plan (CADP) for 2024/2025 marks the
Second year of the implementation of the Third County Integrated Development Plan (CIDP),
2023-2027. The County Government of Nyamira will continue to implement comprehensive
programmes targeting the “BETA” agenda of the County. The CADP therefore will focus on
programmes that will help meet the aspirations of the people of Nyamira County which is
realization of shared development and prosperity.
This County Annual Development Plan is developed pursuant to section 126 of the Public
Finance Management Act (PFMA), 2012. The proposed priority programmes contained in the
2024/2025 Annual Development Plan intend to meet strategic sector objectives as stated in the
Sector Development plans for 2023-2033. These Sector Plans are intergrated into the Nyamira
CIDP 2023-2027, the Fourth Medium Term Plan (2023-2027) and the Kenya Vision 2030. The
implementation of the CADP is expected to stimulate economic growth and hence contribute to
sustainable socio- economic development.

The constitution of Kenya 2010 and Kenya Vision 2030 and its fourth five-year
implementation framework, the Medium Term Plan (MTP) 2023-2027 provide the
foundation for the preparation of the third County Integrated Development Plan (CIDP)
2023-2027 which will be instrumental for the actualization of the desired aspirations
contained in the key national development blueprints and our affirmations to international
ideals espoused in the SDGs at the County level. This will be done through the multifaceted
interventions in partnership with the development partners and enhanced roles of the
private sector through the Public Private Partnership arrangements. It is our firm belief that
this will ultimately lead to the realization of the high quality of life as envisioned for all
citizen of Nyamira County, including those in the Diaspora.
For us to be in tandem with Results Based Management, the driving force for the public
service delivery, my government will sign and uphold a Performance Contract geared
towards realization of CIDP during the planning period. The main focus, as a departure
from the past, will now be to activate periodic reviews of CIDP implementation.

The County Government of Nyamira 2023/2024 Programme Based Budget (PBB) has been prepared in line with the provisions of Section 125 of the the Public Finance Management Act, 2012.
The Budget Estimates have been generated based on the County Fiscal Strategy Paper 2023 which took into consideration the equitable share from the national government, local revenue, conditional grants from other international bodies. The budget is guided by specified strategic priorities and policy goals of Nyamira County. The Budget outlines key priority programmes to be funded in 2023/2024 and provides projected estimates in the medium term with clearly defined priority objectives, outcomes, expected outputs, and performance indicators for each programme.
The County’s budget implementation performance has been affected by emerging issues including procurement challenges and own revenue shortfalls. The County Government will continue to put in place mechanisms that will help overcome these challenges by strengthening capacities in e-procurement and own revenue collection.
