<summary type="text">Nyamira County Fiscal Strategy Paper 2015
The 2015 Nyamira County Government Fiscal Strategy Paper (CFSP 2015) is the second to be prepared since the inception of the County Government. It sets out the framework for the preparation of the 2015/16 budget as required under Section 117 of the Public Finance Management Act, 2012. It articulates economic policies and sector based expenditure programmes that the County intends to implement in line with the County Integrated Development Plan 2013-2017, departmental strategic plans and The Governor’s manifesto. The paper also takes into account national policies and priorities as espoused by the national Budget Policy Statement (BPS 2015) as provided for by the legislation.&#13;
This paper provides the basis for trade-off between our priorities at sector level. Our continued fiscal discipline has enabled us to achieve the thirty percent threshold of the capital expenditure in the FY 2014/15. Going forward, we will continue to control spending on recurrent expenditure to achieve the 40 percent target for the county while at the same time improve efficiency in revenue collection.

<summary type="text">Nyamira County Fiscal Strategy Paper 2020
The County Fiscal Strategy Paper 2020 is an articulation of economic policies and sector&#13;
priority programs that the County intends to implement in 2020/2021 financial year, as&#13;
documented in the County Integrated Development Plan 2018-2022.&#13;
The predominant objective of this paper is to consolidate our future development endeavors,&#13;
taking into consideration the challenges faced in implementing previous government policies&#13;
and programs. This gives a clear fiscal direction to the County as efforts are made towards&#13;
realization of the Kenya Vision 2030, County Integrated Development Plan 2018-2022, the&#13;
Big Four Agenda and the Nyamira County Big Four agenda.&#13;
The transformation agenda in the year 2020/2021 is a journey towards creating wealth and&#13;
socio-economic prosperity of the County residents. This would be achieved through&#13;
investments by the County Government on human capital, infrastructural development,&#13;
promotion of health services, enhancement of agricultural services as well as water and&#13;
environmental conservation. The Government will adopt a holistic approach in matters of&#13;
development and service delivery. The county government therefore envisages to develop&#13;
policies and legislations that will attract and retain investments, capital and skilled&#13;
manpower; promote security and social cohesion that are prerequisites for socio-economic&#13;
growth and development.

The County Fiscal Strategy Paper 2017/2018 articulates economic policies and sector priority&#13;
programs that the County intends to implement in the remaining part of the 2013-2017&#13;
CIDP as outlined in the departmental strategic plans and their respective annual work plans&#13;
that are anchored in the County government‘s economic blue print.&#13;
The overarching objective of the CFSP is to consolidate our past achievements and take&#13;
cognizance of implementing challenges in the past four years as we identify opportunities and&#13;
strategies for the realization of Kenya Vision 2030.&#13;
The strategy paper lays a foundation for development of cottage industries, value adding&#13;
processes, agribusinesses, infrastructure development and improvement, training and capacity&#13;
building, youth empowerment and innovation, among other initiatives, that will eventually&#13;
transform the Nyamira economy to the next level.&#13;
Therefore, the county government of Nyamira is focused on developing policies and&#13;
legislations that will attract and retain investments, capital and skilled manpower; promote&#13;
security and social cohesion that are prerequisites for socio-economic growth and&#13;
development. The realization of this strategy is premised on the support of other arms of the&#13;
county and national governments in particular, passing legislation, playing oversight role,&#13;
promoting inter-governmental relations, enhancing public participation, civic education,&#13;
monitoring and evaluation, recruitment, training and retention of skilled manpower,&#13;
private public partnerships, among others.

The County Fiscal Strategy Paper 2018 articulates economic policies and sector&#13;
priority programs that the County intends to implement in the coming 2018-2022&#13;
CIDP as it is articulated in the County government‘s economic blue print.&#13;
The overarching objective of the CFSP is to consolidate our past achievements and take&#13;
cognizance of implementing challenges in the past as we identify opportunities and&#13;
strategies for the realization of Kenya Vision 2030 and the Big four Agenda namely&#13;
Manufacturing, Affordable housing, Healthcare and food security .&#13;
The transformational agenda is geared towards creating wealth &amp; ensuring socio&#13;
economic transformation of the County through reducing the poverty levels and&#13;
achieving the following key objectives; develop, maintain &amp; improve water sources and&#13;
increase water distribution for domestic use, equip health facilities and recruit general&#13;
and specialist staff to increase access to healthcare, increase agricultural productivity,&#13;
increase access to energy, ICT, road infrastructure, improve town and urban planning,&#13;
increase opportunities and economic empowerment of youth, women, men, OVCs and&#13;
the physically challenged. The Government will adopt a holistic approach in matters of&#13;
development and service delivery.&#13;
