The National Automotive Policy (NAP) 2019 seeks to unlock the potential of the&#13;
automotive industry and related sectors that globally, has been a pillar for&#13;
industrialization of many economies and a key driver of macroeconomic growth&#13;
and technology- advancement. The industry has consistently contributed heavily&#13;
both directly and indirectly to the Gross Domestic Product (GDP), foreign&#13;
investment, employment and innovation in developed and emerging economies.&#13;
The Policy therefore provides for the legal, institutional and regulatory&#13;
framework for the development of the automotive industry; support motor&#13;
vehicle and motorcycle assembling; hannonize standards; forge collaboration&#13;
mechanisms in the industry; facilitate market access for sector products and&#13;
services including access to preferences and reservation in public sector&#13;
procurements; promote innovation, research and development and technology;&#13;
facilitate local component/parts manufacturing; and support development of&#13;
incentive schemes for investments and reinvestments. The Policy brings out the importance and role of existing policy, legislative and&#13;
institutional frameworks that have supported the growth and development of the&#13;
manufacturing sector in Kenya and the automotive industry in particular. Some&#13;
of the milestones acknowledged in the Policy were driven through the&#13;
implementation of the Kenya Vision 2030 blue print, which aims to transfonn&#13;
Kenya into a newly 'industrialized middle-income country providing a high&#13;
quality of life to all its citizens by 2030'; Sessional Paper No. 9 of 2012 on the&#13;
National Industrialization Policy framework for Kenya (2012-2030) that has&#13;
identified the automotive and auto parts sector as one of the priority medium to&#13;
high valued products for promotion and development; the Kenya Industrial&#13;
Transformation Programme; the 'Big 4' transformation agenda under the&#13;
manufacturing pillar; the Executive Order No. 1 of 2018.

Sessional Paper No. 01 of202 l on National Water Policy from the Ministry of Water, Sanitation&#13;
and Irrigation was laid on the Table of the House by the Leader of the Majority Party on 8th June&#13;
2021 and thereafter stood committed to the Departmental Committee on Environment and&#13;
Natural Resources.&#13;
The Paper aims &amp;t building on the achievements of the water sector reforms over the years and&#13;
moving it to the next level of development in order to contribute to the National Goals and&#13;
realization of the Sustainable Development Goal.s.&#13;
The Paper contains five chapters. Chapter one elaborates the importance of the water sector in&#13;
the sustainable development of the country with respect to social, economic and environmental&#13;
spheres. It also elaborates on the development of various policies, regulatory and legislative&#13;
framework to guide the water sector in Kenya since gaining· independence in 1963. Chapter two&#13;
reviews the policy making and its implementation in a devolved government context.........

<summary type="text">Sessional Paper No. 02 of 2021 on Nairobi City County Property addressing and Street Naming Policy
The Constitution of Kenya, 2010 assigns to the County Governments the function&#13;
of County planning and development where under property addressing and street&#13;
naming fall. The Nairobi City County Property Addressing and Street Naming Policy&#13;
provides for guidelines to be applied when addressing buildings and naming&#13;
streets. The objective of the policy is to have a transparent and determinable procedure&#13;
for property addressing and street naming in Nairobi City County. This will&#13;
be achieved by employing international best practices and by adopting ISO 19160&#13;
and the National Addressing Standards.&#13;
The policy provides a historical perspective of property addressing and street naming&#13;
in a bid to anchor the contemporary and forward-looking nature of the procedures&#13;
contained herein. It provides the socio-economic contributors considered in&#13;
developing the procedures for property addressing and street naming as a foundational&#13;
basis of the contents of the policy. The policy, legal and institutional framework&#13;
which are relevant to this policy is provided to demonstrate compliance with&#13;
statutory provisions. The policy also spells out the procedures on name selection and the guidelines for&#13;
property addressing and street naming and renaming. Guidelines on determining&#13;
the start and end of a street have also been developed under this policy. Procedures&#13;
for street codification and financial considerations in the implementation of this&#13;
policy are also provided.&#13;
Further, the policy establishes a County Addressing Unit within Nairobi City&#13;
County department responsible for Urban Planning and Development as the implementation&#13;
framework of this policy and particularly that shall manage data and implement&#13;
the policy.

The Government of Kenya recognizes transport sector as one of the critical enablers in achieving Vision 2030.&#13;
An appropriate Integrated National Transport Policy (INTP) is the prerequisite towards attaining a world class&#13;
transport system that is responsive to the needs of the people and the industry. The INTP will enhance Kenya's&#13;
development in terms of integrating production, marketing and population centres, hence facilitating mobility in&#13;
rural and urban areas; national and regional integration; trade promotions, improving the overall welfare of the&#13;
people and Kenya's competitiveness. The Policy Paper, whose theme is "Transport for Prosperity", identifies a number of challenges inhibiting the&#13;
transport sector from performing optimally its facilitative role in respect of national and regional economies.&#13;
These challenges will be addressed through integration of transport infrastructure and operations as well as&#13;
responding to market needs of transport. Other interventions will include the enhancement of transport services&#13;
and quality, consumer protection, catering for consumers with special needs, ensuring fair competition, use and&#13;
integration of information and communication technologies in transport development and operations.

resources while promoting social inclusion and environmental resilience;&#13;

The Veterinary Policy provides a roadmap for the development of&#13;
anima1 resources in Kenya through observation of sanitary measures.&#13;
Anima1 resource categories in Kenya include livestock, wildlife, farmed&#13;
wildlife, companion and aquatic anima1 species and bees. The animal&#13;
resources listed above are very critical to rura1 livelihoods and the&#13;
national economy considering that they directly and indirectly contribute&#13;
over 22 per cent of the National Gross Domestic Product (GDP).&#13;
This Policy addresses anima1 health production &amp; welfare, food safety&#13;
and trade among other concerns in livestock, wildlife, aquatic and&#13;
companion anima1s. Animal health services are integral to the&#13;
prevention, control and eradication of animal diseases that occasion&#13;
huge economic losses and adversely impact livelihoods. The health of&#13;
animals is among the leading priorities in animal productivity and at all&#13;
stages of production must be guaranteed. Due to inadequate focus on&#13;
anima1 health, enterprises involving food animals have low returns on&#13;
investment resulting in high poverty levels in animal producing areas.

Thus, the Government of Kenya, in its commitment to transforming education, training and research, has instituted a number of measures based on findings of various commissions and task forces. The National Conference on Education, Training and Research held in November 2003 culminated in the development of Sessional Paper No. 1 of 2005, a Policy Framework for Education, Training and Research, which has largely been guiding education, training and research in the country. This Sessional Paper succeeds the 2005 Sessional Paper.

Kenya Vision 2030 is the new long-term development blueprint for the country. It is&#13;
motivated by a collective aspiration for a better society by the year 2030. The aim of Kenya&#13;
Vision 2030 is to create “a globally competitive and prosperous country with a high quality of&#13;
life by 2030”. It aims to transform Kenya into “a newly-industrialising, middle-income&#13;
country providing a high quality of life to all its citizens in a clean and secure environment”.&#13;
Simultaneously, the Vision aspires to meet the MDGs for Kenyans by 2015. The Vision is a&#13;
product of a highly participatory, consultative and inclusive stakeholders’ process carried out&#13;
between October 2006 and May 2007. The Vision is anchored on three key pillars: economic; social; and political governance. The&#13;
economic pillar aims to achieve an average economic growth rate of 10 per cent per annum&#13;
and sustaining the same till 2030 in order to generate more resources to meet the MDGs and&#13;
vision goals. The Vision has identified a number of flagship projects in every sector to be&#13;
implemented over the Vision period and to facilitate the desired growth rate. The identified&#13;
flagship projects directly address priorities in key sectors such as agriculture, education,&#13;
health, water and the environment.
