<summary type="text">National Education Sector Plan Volume Two: Operational Plan 2013-2018
This Plan, referred to as NESP Volume Two, sets out the implementation strategies&#13;
and activities to support the key goals, objectives and priorities of NESP 2013-2018.&#13;
The reader is strongly urged to read NESP Volume one for the full background and&#13;
rationale, and detail of the full range of objectives, strategies and activities&#13;
recommended to achieve the goals and objectives of the sector plan.&#13;
It is expected that the implementing authority for each of the strategies will undertake&#13;
due diligence of all identified parameters and develop a comprehensive detailed&#13;
annual activities’ plan as a start to its approach to implementation. These Annual&#13;
Plans will describe how the activities will be operationalised on the ground to bring&#13;
about the strategic changes described in the Sector Plan.&#13;
This Operational Plan focuses on those key goals, objectives and associated&#13;
strategies included within NESP as critical to effecting the changes in the system&#13;
that will improve learning outcomes. It does not include the day to day operational&#13;
activities of the system nor the full range of activities described in NESP, Volume&#13;
One. The day-to-day activities such as the payment of the capitation grant will&#13;
already be included within a directorate's annual plan.

<summary type="text">Sector Plan for Science, Technology and Innovation 2013-2017 on Revitalizing and Harnessing Science, Technology and Innovation for Kenya’s Prosperity and Global Competitiveness
Sustainable economic development requires that a country does not remain, primarily, a&#13;
provider of raw materials with external dependency for hi-tech services. Thus, the ST&amp;I&#13;
sector seeks to identify national programmes that are aligned to the national goals and&#13;
market needs, in order to identify sector priorities and determine the strategic technology&#13;
platforms required to address those priorities. This requires the identification and&#13;
development of projects aligned to the Vision 2030 which will help the country attain global&#13;
competitiveness and a knowledge based economy. This calls for the rationalization, re-structuring and establishment of ST&amp;I institutions to make them more effective in addressing national priority needs in order to build a robust&#13;
national innovation system that uses product oriented multi-disciplinary approaches to&#13;
become globally competitive. Concerted efforts will be made to strengthen governance and&#13;
management of the ST&amp;I sector and institutions to make them more efficient, effective and&#13;
accountable for performance. This document outlines the second phase of implementation of&#13;
activities to be pursued towards achieving the long term goals of Vision 2030. The 2nd MTP&#13;
on ST&amp;I is a vehicle through which the situational analysis of the sector is made, sector&#13;
priorities and programmes are identified and an implementation matrix is postulated for a&#13;
period of five years, (2013-2017) with a view to responding effectively to the global changes&#13;
in Science, Technology and Innovation. The 2nd MTP lays the roadmap for implementing&#13;
Kenya’s development objectives for ST&amp;I for the next five years...

<summary type="text">Sector Plan for Security Peace Building and Conflict Management 2013-2017
Promotion of sustainable peace and security is enshrined in both the constitution and Vision 2030 as&#13;
a basis for the achievement of the targeted growth of double digits in the economy as well as being a&#13;
middle-income industrializing country offering all its citizens a high quality of life. The plan does not&#13;
only strive to put in place measures that will ensure national security but also guarantee compliance,&#13;
utmost respect for the rule of law, democracy, human rights and fundamental freedoms. This is more&#13;
so because security is crucial for the social economic development of this Nation. The Security Peace Building and Conflict Management Sector Medium Term Plan (2013-2017) is an important performance management instrument in the implementation of the Kenya Vision 2030 and the Constitution of Kenya. This plan set the path for the realization of the much needed peace and security in the country. The sector plan is also founded on the aspirations of both the Kenya Vision 2030 and the Jubilee manifesto. It has been developed in consultation with numerous Government Ministries Departments, Agencies as well many non State actors.&#13;
The sector plan brings together various security sector players both public and private in order to&#13;
overcome the persistent and dynamic challenges in providing security.

Trade sector plays a significant role in the country’s growth and development through its contribution&#13;
to the Gross Domestic Product (GDP). The sector has linkages with all other sectors of the economy by&#13;
creating a channel through which goods and services move from the producers, manufacturers and to the&#13;
final consumer. In addition, Trade creates employment opportunities in the informal, retail, and wholesale&#13;
trade sub-sectors thus contributing to poverty reduction by making it possible for many unemployed youth,&#13;
women and vulnerable groups in society earn a living. By encouraging and supporting Medium Small and&#13;
Micro Enterprises (MSMEs) to participate in exports of merchandise to the international markets, the sector&#13;
enables them access more favorable prices in these markets thus supporting growth of the economy.&#13;
Due to the importance of the sector in contributing to economic growth and poverty reduction in the country,&#13;
the sector has been prioritized among other sectors to contribute to the envisioned 10 per cent economic&#13;
growth and the realization of social economic development and equity. During the Second Medium Term&#13;

The tourism sector in Kenya continues to play an important role in the country’s economic development&#13;
through its contribution to the Gross Domestic Product (GDP), foreign exchange earnings, employment&#13;
and poverty reduction. In the recent times tourism has maintained its position as one of the leading&#13;
foreign exchange earner together with tea and horticulture. In the next medium term plan period running&#13;
between 2013 to 2017, tourism is expected to play a pivotal role in ensuring the economy grows at the&#13;
projected rate of 10 % per annum up to the year 2030. In the past five years, the sector has achieved remarkable achievements albeit the challenging environment of the post-election violence, financial crisis in key source markets and perceived insecurity within the horn of Africa region. By 2011 about 1.8 million tourist visited Kenya earning the country Kshs.98 billion. The government continues to implement a number of key flagship programmes that has enabled the attainment of these targets. These programmes will dovetail into the next 5 year Medium Term Plan. In a bid to contribute to the attainment of the targeted 10 per cent annual growth target annually, the tourism sector has set ambitious tourist growth targets aimed at attaining 3 million tourist arrivals target and tourism earnings of Kshs.200 billion by the year 2017...

The Sector Plan for Population, Urbanization and Housing will guide the Second Medium Term Plan (2013-2017) in the implementation of the Kenya Vision 2030. It outlines policies, reform measures, projects and programmes that will be undertaken within the Second MTP period. Implementation of this Plan has a critical role in creation of jobs for the youth and the unemployed. This Plan takes into account all programmes and projects that were initiated in the First MTP as well as new projects that are key to effective implementation of the Vision 2030.
