The Annual Development Plan (ADP) 2019/20 is the second in a series of successive one year medium term plans which will implement the Programmes identified under the second County Integrated Development Plan (CIDP) 2018-22. The County has built up a strong foundation which focuses on the journey to prosperous County for all its residents. This can only be achieved through the adoption of a growth strategy based in Programmes that Improve livelihoods through provision of basic services, maximization of production, building a peaceful and cohesive society, generate employment most rapidly, and improve the income generating opportunities for the poor. The 2019 County Budget Review and Outlook Paper (CBROP), is prepared at a time when there is a lot of uncertainty in the Global economy. Global economic activity is expected to slow down to 3.2 percent in 2019 from 3.6 percent in 2018 with prospects across countries and regions remaining uneven. On the domestic scene, economic growth has remained strong and resilient despite the emerging global challenges, supported by ongoing public and private sector investments and stable macroeconomic environment. The economy expanded by 6.3 percent in 2018 up from the 4.9 percent registered in 2017. The growth momentum continued in the first quarter of 2019, with the economy expanding by 5.6 percent despite the delayed rainfall. We project this growth momentum to continue culminating to a growth of 6.0 percent in 2019 underpinned by the resilient services sector and positive business sentiments

<summary type="text">Isiolo County Fiscal Strategy Paper 2021
The 2021 County Fiscal Strategy Paper (CFSP) is prepared against a background of a contracting Kenyan economy occasioned by the outbreak and rapid spread of the Covid-19 Pandemic. The Pandemic and the ensuing containment measures have devastated the economy disrupting businesses and livelihoods.  &#13;
On the domestic scene, the County has not been spared of the negative impact of the Pandemic coupled up with the 2013-17 Pending Bills payables. The Pandemic and the resultant containment measures have adversely affected businesses and economic activities. As a result, our Local revenue has declined sharply due to effects of the pandemic. Over the first half of the financial year (FY) we have only managed 38% of the projected estimates largely due to significant contractions in the tourism revenue stream which is the main source. Consequently, revenue growth is projected to bounce back in the fourth quarter of FY 2020/2021 and FY 2021/2022.

Isiolo County Fiscal Strategy Paper 2020 sets out the County policy goals and Strategic priorities that will form the basis for the formulation of the County’s Financial Year 2020/2021 budget and the medium-term projections. This is an annual planning document that shows the various fiscal strategies that the County Government of Isiolo intends to employ to meet its overall objective of improving the livelihoods of its citizens. The County Government of Isiolo will focus on implementing priority areas identified in 2018-2022 County Integrated Development Plan (CIDP) and 2019 Annual Development Plan (ADP) that includes: Enhancing County Food Security; Investing in Quality, Affordable and Accessible Health Services; Increase Water Reticulation; Expanding and maintaining the road network; Investing in Education and Vocational Training; Good Governance; and Urban Development.

<summary type="text">Isiolo District Development Plan 2002-2008
The 7th Isiolo District Development Plan (DDP) for the period 2002-2008 was prepared by the District Departmental Heads of various Ministries under the coordination of the District Commissioner (DC) assisted by the District Development Officer (DDO) and members of the District Planning Team. The Plan is a product of broad-based consultations among various stakeholders undertaken in each of the sixty-nine districts in the country. It has been prepared in the backdrop of the theme of the 9th National Development Plan, which is "Effective Management for Sustainable Economic Growth and Poverty Reduction ". The Isiolo DDP articulates medium term policies and objectives, which are further translated into short-term strategies and programmes to be implemented under the Medium-Term Expenditure Framework (MTEF). The latter is part of the budgetary reforms undertaken to strengthen the linkage between policy, planning and budgeting.
