<summary type="text">Machakos County Public Transport Sexual Harassment Policy 2021
The county of Machakos has experienced an unprecedented increase in SGBV over the last ten years resulting from an increase in drug abuse and the proliferation of illicit liquor. As highlighted in the County’s Draft Gender Policy (2021) the county has a low understanding of the concept of gender, entrenched ideas of gender roles and negative social attitudes that create an environment that fosters Sexual harassment. According to the policy there is lack of knowledge and understanding of Sexual harassment laws, legal rights and individual responsibilities towards combating Sexual harassment. Additionally, there has been insufficient and inconsistent coordination of prevention and response programmes and implementation (Machakos County Draft Gender Policy, 2021)&#13;
Therefore, the policy provides guidelines to identify, prevent and respond to sexual harassment incidents experienced in public transport systems and the associated spaces. It also provides procedures for duty-bearers to handle claims, address incidents and support sexual harassment survivors to recover. Sexual harassment in public spaces is a significant violation of human rights and is recognized as a criminal offence according to the Sexual offenses Act 2006. However, such cases persist to the point of being normalized. Research reveals that female commuters don’t recognize behaviors like staring, leering and groping as forms of sexual harassment. The policy is based on the following three legislations on Sexual Harassment in Kenya.

The Government of Kenya, its citizens, have identified roles played by ICT in the social and economic development of the nation and thus promulgated a national ICT policy based on Kenya Vision 2030 This policy’s objective is to provide a framework on the management of sectors within the county and guide related interactions within and beyond Machakos County. It shows the&#13;
strategies on ensuring the County’s residents and interested investors communicate and apply ICT in a structured way. The policy addresses key issues and challenges in ICT as well as propose a wide range of measures and actions in response to them. It also seeks to provide a clear road-map for an integrated approach to planning and sustainable management of ICT now, and for years to come.

The County Government of Machakos espouses the values of accountability, fairness, human dignity, justice and inclusiveness as enshrined in articles 10 and 232 of the Constitution of Kenya, 2010. Resources and decision-making responsibilities are to be used in ways that are transparent and accountable to all stakeholders. This is complemented by the highest standards, flexibility and pragmatism in projects’ implementation. To ensure that this commitment is lived out and as outlined in the Machakos County Public Participation Act, 2014, the Machakos County Government Feedback and Complaints Handling Policy provides the framework through which stakeholders can give feedback and forward complaints on the Government’s work and how these will be heard and handled fairly, efficiently and effectively.

In line with the Constitution of Kenya 2010, my administration recognizes that incorporating the voice of the people and all stakeholders is key to true socio-political and economic development. The implementation of this policy will be a collaborative effort between my administration, all sectors stakeholders.
