<summary type="text">Makueni County Gender Policy 2020
The Makueni County Gender Policy has been prepared by the Government of Makueni County&#13;
through the Department of Gender, Children, Culture and Social Services. The gender&#13;
mainstreaming policy purposes to create a framework for streamlining equal and equitable&#13;
involvement of men and women in Makueni County so as to promote inclusive socio-economic&#13;
development. It also seeks to translate the constitutional dictates on equality and nondiscrimination&#13;
by addressing the existing gaps in gender mainstreaming, legal and regulatory&#13;
environment so as to establish sustainable strategies.&#13;
The policy provides direction on coordinating gender mainstreaming at both departmental levels&#13;
of the County Government as well as the wider Makueni County by creating a framework for&#13;
stakeholder engagement and strategic partnerships, gender policy prioritisation for recruitment,&#13;
training, promotion, procurement opportunities, good governance and overall development.&#13;

Makueni County Government recognizes that Disaster Risk Management is a critical development agenda and therefore comprehensive disaster risk management should be mainstreamed into county policies and programmes. There is need for mitigation and preparedness as opposed to the earlier approach of reacting after a disaster occurs.&#13;
Makueni County Government seeks to prioritize Disaster Risk Management as it also pursues citizen empowerment within its borders. To this end, Makueni County Government shall employ a bottom-up approach focusing on the village level for Disaster preparedness, response, recovery and rehabilitation programmes. Social protection programmes can be a powerful tool in the battle against poverty and inequality as they can tackle multiple dimensions of poverty and exclusion in the County. Social protection can play a fundamental role in creating more inclusive and sustainable development pathways by liberating people from the fear of poverty and privations and by helping to break the inter-generational cycle of poverty.&#13;

Public participation in Kenya is considered a crucial pillar of the Kenyan Constitution. It attains&#13;
the objective of promoting democracy by providing the public with the opportunity to take part&#13;
in decision-making processes within government. It broadly encompasses an interactive&#13;
process between state and non-state actors on public communication and access to&#13;
information, capacity building and actual engagement in governance processes.&#13;
The right to participate reflects the constitutional notion that sovereign authority belongs to the&#13;
citizens. It is the very foundation for democracy which not only strengthens the state by&#13;
legitimizing governmental actions, but is also important for good and democratic governance.&#13;
It must also be understood that public participation is both a goal and a process; as a goal, it&#13;
is important that all citizens are involved in the affairs of government, specifically in decision&#13;
making. As a process, it focuses on the mechanisms or platforms through which the citizenry&#13;
are involved and decisions reached in the context of governance. The need for public&#13;
participation is stressed under article 10 of the Constitution which equally elevates it to a&#13;
principle that “binds all State organs, State officers, Public officers and all persons whenever&#13;
any of them–– applies or interprets this Constitution, enacts, applies or interprets any law, or&#13;
makes or implements public policy decisions”

The Makueni County Health Policy, 2020–2030 aims to ensure improvement of the health status in Makueni County in line with the Constitution of Kenya 2010, Kenya Vision 2030, the Makueni Vision 2025 and CIDP 2018-2022. The policy demonstrates the health sector’s commitment to ensure that the County Government achieves high quality healthcare that will cater to the needs of the population.&#13;
Over the past four years, Makueni County has recorded positive progress in the health sector with the introduction of the universal health coverage (UHC) program. This has led to an increase in the number of citizens within the county being able to access a wide range of services in all health facilities. One of the major lessons coming from this success is the need for the county to build a resilient healthcare system that will improve access to healthcare in a sustainable manner.&#13;
This policy is coming at an opportune time when there is continued re-commitment from the national government and worldwide support for the attainment of universal health care. It focuses on ensuring the delivery of quality healthcare services and embraces the principles of protection of the rights and fundamental freedoms of persons of special groups in the communities such as the right to health of children, persons with disabilities, youth, and older members of the society, in accordance with the 2010 Constitution. The policy also provides direction to support successes already achieved so as to improve the performance of the Makueni Healthcare system.

The Makueni County Water Policy is developed to address challenges faced by the County including acute water shortages due to frequent droughts, encroachment, and degradation of water catchment areas. Additionally, there is limited sensitization&#13;
and awareness of water harvesting and storage techniques as well as poor governance and management of existing water infrastructure. The County is yet to build adequate capacity to develop and manage the available water resources in a&#13;
sustainable manner. It is with this in mind that the department of Water, Irrigation, Environment and Climate Change with the consultation of relevant stakeholders and through public participation drafted the Makueni Water Policy 2018. The principles behind the policy are in line with the Sessional Paper No. 1 of 1999 National Policy on Water Resources Management, the spirit of the Constitution of Kenya 2010, Kenya’s Vision 2030, Makueni Vision 2025, and the Makueni County Integrated Development Plan (CIDP) 2018 -2022. The policy aims to develop strategies and measures that the County Government of Makueni will use to resolve challenges facing citizens. The strategies and measures, once implemented, will support the economic and the social development of the County through the Transformation Program christened ‘Kutwiikan’ya Kiw’u’ (Holistic Water Harvesting and management) and will also help contribute to the National Goals of Vision 2030 as well as the Global Sustainable Development&#13;
Goals.

The advent of devolution presents a huge opportunity for economic growth and development driven by intra and extra county trade. In the County Government of Makueni (CGM), the Department of Trade, Industry, Marketing and Tourism and Cooperative Development is mandated to develop and enhance trade and investment opportunities in the County for improved livelihoods. Trade and investment play a key role in reducing poverty and improving the livelihoods of the people in Makueni.&#13;
The strategic location of Makueni County along major infrastructure corridors connecting Nairobi and Mombasa Cities presents a huge and unexploited trade and investment potential. The Standard Gauge Railway (SGR), The Nairobi-Mombasa highway and major power transmission lines are key infrastructural installations, which in addition to the expansive and relatively flat terrain land present opportunities for investment. Moreover, the high potential for agricultural produce and related products present an opportunity for agricultural value addition and trade. The development of the sexual harassment policy has been necessitated by the challenges faced by workers in day to day service delivery endeavors. This is premised on the understanding that for county officers to realize their full potential, a safe and conducive working environment is a requisite. Further, the Government to fulfill her mandate, it requires officers who are motivated and own the Vision and Mission of their Government. This policy is harmonized with other relevant documents formulated on workplace harassment, and takes into account the fundamental issues that have arisen from past public sector. The policy will go a long way in ensuring fairness, equality and equity. It takes cognizance of the dynamics of gender and sexual harassment issues at the workplace and provides formal and informal problem solving while safeguarding the dignity of the aggressed and the aggressors.

Tourism has been a key sector of the economy by playing a primary role in foreign&#13;
exchange income for the Kenya. Additionally, the sector has great multiplier effects as&#13;
its growth excites more development in other activities. The tourism industry accounts&#13;
for a significant employment, and contributes approximately 9% to GDP; 18% Foreign&#13;
Exchange earnings and is a major source of National Government revenue at 11%.&#13;
The objective of this policy is to procedurally re-engineer the modus operandi of the&#13;
tourism sector in Makueni County, clarify and consolidate roles of various stakeholders&#13;
and partners including the private sector. This will simplify the continued development&#13;
of an economic and environmentally viable and balanced tourism sector through&#13;

<summary type="text">Makueni County Sexual and Gender Based Violence Policy 2020
Sexual Gender Based Violence (SGBV) is a major human right violation that largely affects women and girls across the globe and in Kenya too where SGBV is equally widespread across the counties. In the context of Makueni County, SGBV occurrences are quite common with variations across different forms and geographic locations. The concept of “SGBV” is often misunderstood and generally taken to mean “women only issue’’ and that means that men and boys are often left out of the SGBV dialogue and perceived as opponents rather than partners in SGBV prevention. It is evident that men and women, boys and girls are all affected by SGBV and all have an important role to play in changing social attitudes and preventing SGBV. This misunderstanding often leads to misinformation, misinterpretation and a hindrance to the fight against the vice.&#13;
SGBV in its various manifestations negatively affects individuals, their families and the entire community. At the individual level, SGBV results in pain and psychological trauma. At the societal level, SGBV often results into breakdown of the family unit. Economically, SGBV results in an economic burden on Governments in terms of increased spending on health care, social services, the civil and criminal justice system, absenteeism from work, and lost productivity and output. SGBV creates an unequal political landscape in which all those affected are denied the opportunity to participate in decision making for development.
