The 2022/23 Makueni County Annual Development Plan (C-ADP) is the 5th and the final Annual Plan implementing the 2nd generation County Integrated Development Plan 2018-22. The ADP outlines the strategic priorities, programmes and development agenda for FY 2022/23. The plan is prepared pursuant to legal provisions and principles set in Kenya’s development agenda, guided by Kenya Vision 2030 and the Big Four Agenda. The plan ensures Sustainable Development Goals (SDGs) are mainstreamed into the County’s development agenda. The 2022/23 ADP seeks to ensure full implementation of development priorities envisioned in CIDP 2018-22 whose main objective is to increase household income for sustainable livelihoods. The development theme for FY 2022/23 will be “Building community resilience for sustainable development and prosperity”. The theme pushes for revitalizing economic development at the community level by engaging citizens while at the same time building the resilience and the adaptive capacity of the community members. The ADP aims to achieve its objectives through enhancing climate change adaptation and water access to households; improving the livability in the county's urban areas and markets; improving service delivery through institutional strengthening and capacity development; improving access to universal health coverage; increasing agricultural production, value addition and market access and enhancing social protection for the vulnerable in society.

<summary type="text">Makueni County Annual Development Plan 2019/2020
This Annual Development Plan for the FY 2019/20 is the second to implement the medium term&#13;
development plan (CIDP 2018-2022). It is prepared pursuant to Section 126 of the Public&#13;
Finance Management Act. The priorities in the Annual Development Plan lay focus on&#13;
empowering the community economically for increased household income. It has been anchored&#13;
on five thematic areas namely: a) Community economic empowerment; b) Water resource&#13;
management; c) Lands, Urban planning and development; d) Socio-economic development and&#13;
e) Enablers (infrastructure, cooperatives, financial infrastructure, energy, ICT, institutional&#13;
capacity and market infrastructure).&#13;
The ADP adopts a holistic and cross-sectoral government approach with many agencies and one&#13;
Government. Specifically in the FY 2019/20, the county government targets to; improve&#13;
livelihoods through increased agricultural production, empower youths to participate in&#13;
economic activities, enhance quality health care for all and enhance the contribution of&#13;
communities to development. This will improve coordination and cooperation among the various&#13;
departments in the delivery of the intended objectives.

<summary type="text">Makueni County Annual Development Plan 2020/2021
The focus of the plan is to integrate community development for increased household income&#13;
and empowerment opportunities for the youth. The plan seeks to further its achievement&#13;
through increasing agricultural productivity, value addition and commercialization; increasing&#13;
availability and access to water; enhancing quality health care for all; Youth, Women and PWD&#13;
economic empowerment; and having secure land tenure and urbanization.&#13;
Cognizant of the challenges faced during the implementation of the ADP 2018/19 where&#13;
programme implementation was affected due to the lack of funding, this plan recommends the&#13;
alignment of the resources required with the available funding. Thus, to effectively deliver&#13;
development, the county will ensure that development is integrated at the community level to&#13;
enhance cross-sectoral linkages and accelerate achievement of development outcomes as&#13;
outlined in Makueni Vision 2025 and CIDP II (2018 – 2022)&#13;
This plan identifies the village cluster as the basic planning unit in which mapping of all&#13;
livelihoods and preparation of village action plans will be acted. This is in a bid to exploit the&#13;
opportunities within the villages as aligned to county agro-ecological and economic zoning. The&#13;
development committees will be paramount in the actualization of this plan and will be&#13;
facilitated through the public participation framework.

<summary type="text">Makueni County Annual Development Plan 2018/2019
This Annual Development Plan (ADP) for the Financial Year (FY) 2018/19 was prepared with a&#13;
view of implementing the second generation County Integrated Development Plan (CIDP) for&#13;
the year 2018-22. It took into account the challenges experienced and the lessons learnt in the&#13;
implementation of the previous plans including the 2013-2017 CIDP and 2016/17 ADP which&#13;
included ambitious plans even though there were experiences of weak linkage between policy&#13;
planning and budgeting.&#13;
The key priorities for the County Government as outlined in this ADP will lay focus on&#13;
economic empowerment for sustainable livelihoods and will be anchored on: water development;&#13;
infrastructural development; irrigated agriculture; youth development, and completion of&#13;
ongoing programmes and projects.&#13;
This Plan adopted a sectoral approach and is anchored on Makueni Vision 2025 to map key&#13;
development issues and propose specific strategic interventions to address the challenges. The&#13;
identification of these issues happened through consultative forums. This participatory process&#13;
also incorporated the inputs of the technical officers and the County Budget and Economic&#13;
Forum (CBEF).

Makueni County which covers an area of 8,034.7 Km2 is one of the forty seven counties in&#13;
Kenya. The County borders several counties which include Kajiado to the West, Taita Taveta to&#13;
the South, and Kitui to the East and Machakos to the North. It lies between Latitude 1º 35´ and&#13;
30 00 South and Longitude 37º10´ and 38º 30´East.&#13;
The County lies in the arid and semi arid zones of the eastern region of the country. The major&#13;
physical features in Makueni County include the volcanic Chulu hills which lie along the&#13;
southwest border of the County in Kibwezi West Constituency, Mbooni Hills in Mbooni&#13;
Constituency and Kilungu and Iuani Hills in Kaiti Constituency. Mbooni Hills rise to 1,900m&#13;
above sea level. The County terrain is generally low-lying from 600m above sea level in Tsavo&#13;
at the southern end of the County.&#13;
The County is currently divided into six constituencies which are the sub-counties and 9&#13;
districts. There are six parliamentary constituencies namely Kaiti, Makueni, Kibwezi East,&#13;
Kibwezi West Mbooni and Kilome. The Districts are Makueni, Kilungu, Mukaa, Kibwezi,&#13;
