The 2022 County Fiscal Strategy Paper (CFSP) under the theme “ ECONOMIC RECOVERY AMID COVID-19 PANDEMIC” sets out the priority programs and reforms to be implemented by Kiambu County over the next MTEF period (2022/23 – 2024/25). The programs and policies herein reflect the needs of Kiambu people and are anchored under the second County Integrated Development Plan (2018/19 - 2022/23 CIDP), Governor’s manifesto, the ‘BIG FOUR’ National agenda and the Kenya Vision 2030. The paper is also aligned with the national objectives contained in the 2022 Budget Policy Statement (BPS), the National Policy document that sets out the broad strategic priorities and policy goals that guide the National and County Governments in preparing their budgets

<summary type="text">Kiambu County Fiscal Strategy Paper 2016
This is the Third Kiambu County Fiscal Strategy Paper (CFSP) under the devolved governance structure. Its purpose is to build direct linkages between policies, plans and budgets. It provides the resource envelope and presents the fiscal framework for the 2016/2017 budget estimates and over the medium term.&#13;
This paper is prepared in accordance with the provisions set out in section 117 of PFM Act, 2012. It provides expenditure ceilings for county departments, units and agencies and detailed guidelines that aim at structuring the pattern of County Government expenditure towards priority areas. These priorities are set on the basis of review of expenditures in FY 2014/15, sector proposals, the 2016/17 annual development plan as well as County Integrated Development Plan 2013-2017.&#13;
The paper is aligned with the national objectives in the Budget Policy Statement BPS 2016 in pursuit of the aspirations anchored in the Kenya Vision 2030 roadmap to economic development. The BPS is the national policy document that sets out the broad strategic priorities and policy goals that guides the national government and county governments in preparing their budgets.

It outlines the broad strategic developmental issues and the fiscal framework, together with a summary of county government spending plans, as a basis of 2015/16 FY budget and over the medium-term. The policy paper is informed by the Kiambu County Integrated Development Plan (CIDP), the Vision 2030, the governor's manifesto, feedback from members of the public and National Government policies as outlined in the 2015 Budget Policy Statement (BPS).

The County Government balanced fiscal policy measures outlined in this Fiscal strategy paper prioritize programs and activities that promote strategic priorities of the County whose outcomes shall have an impact on society (‘putting money in people’s pocket’) while further ensuring the delivery of high quality services at reasonable cost. The 2020 CFSP comes at the mid stage of the County Integrated Development Plan covering the period 2018-2022.

This is the Fourth Kiambu County Fiscal Strategy Paper (CFSP)&#13;
