The 2023 County Fiscal Strategy Paper (CFSP) is the first to be prepared under the new Administration of H.E. Hon Johnathan Bii and it sets out the county government’s priority programmes and policies for the medium-term. The 2023 CFSP is aligned with the Nguzo Kumi pillars and has been prepared at a time the county is finalizing its Third Generation County Integrated Development Plan (2023-2027).
The 2023 CFSP is prepared against a background of a global economic slowdown underpinned by the ongoing conflict in Eastern Europe, rising inflation, climate change-related supply chain disruptions, and prolonged negative effects of the Covid-19 pandemic. Although the Kenyan economy rebounded strongly in 2021 after the easing of the Covid-19 restrictions, the momentum has however been disrupted by the rising commodity prices and the recurring drought which has hampered the economy from realizing its full potential. These constraints have also affected counties struggling to meet local revenue collection targets, huge unpaid pending bills, many incomplete projects, and ballooning wage bills, among others.

The County Government Act, 2012 and the Public Finance Management Act, 2012 stipulate that
development plans should form the basis for appropriation of public funds. As per the County
Government Act section 108, county governments are required to prepare County Integrated
Development Plans (CIDP) that are implemented through Annual Development Plans (ADP) and
Medium Terme Expenditure Framework (MTEF).
The Annual Development Plan provides a platform for linking county development priorities in
the CIDP to the county’s annual budget by setting out policies, programmes and projects for
implementation in the coming year. Thus, the ADP has been prepared to comply with section 126
of the Public Finance Management (PFM) Act, 2012 which requires the County Executive
Committee Member responsible for Economic Planning to prepare and submit the ADP to the
County Assembly not later than 1st September of each year.

The 2023-2027 Uasin Gishu County Integrated Development Plan (CIDP) is the third plan to be prepared by
the County since Kenya ushered in a devolved system of government and the first for the current administration.
The CIDP has been developed pursuant to section 108 of the County Government Act, 2012 to provide
a framework for planning, budgeting, funding, monitoring and evaluation of programmes and projects for a
five-year period.
The CIDP (2023-2027) is anchored on three pillars: Service Delivery, Enablers and Empowerment, and is expected
to transform the county into a county of opportunities for all in Kenya and beyond as envisioned in the
Nguzo Kumi manifesto of H.E., the Governor. The service delivery pillar will seek to restore the dignity and
quality of public service; the enablers will act as support systems for attaining the targets of the CIDP, while
the Empowerment pillar aims to broaden economic opportunities for all the residents through job and wealth
creation. The plan also seeks to increase the participation of women and youth in socio-economic activities.
The plan is also aligned with the national aspirations as contained in the Kenya Vision 2030 and its Medium-
Term Plans, and international obligations such as Sustainable Development Goals, AU Agenda 2063,
Paris Agreement on Climate Change, 2015, EAC Vision 2050, ICPD25 Kenya Commitments, and Sendai
Framework for Disaster Risk Reduction (2015 – 2030), among others.

County Fiscal Strategy Paper (CFSP) sets out the County fiscal and budget framework by articulating broad strategic priorities and policy goals that guide the budget making process in the financial year 2022/2023 and over the medium term. The CFSP also sets out sector resource ceilings that guide the budget estimates.
CFSP 2022 has been prepared in accordance with Section 117 of the PFM Act, 2012, which section requires the County Treasury to prepare and submit CFSP to the County Executive Committee for approval before submitting the same to the County Assembly by 28th February of each year. The paper has been aligned with the national objectives drawn from the Budget Policy Statement 2021, with application of fiscal responsibility principles as required by section 107 of PFM Act 2012. Sections 117, 107 and Regulations 26, 27 and 28 of the Act set out the content requirements and facts for CFSP.

The plan details the strategic priorities for the medium term that reflects the county government’s priorities and plans, programmes to be delivered, description of significant capital projects and a summary budget. In addition, it reviews the performance of the previous plan and highlights lessons learnt. Implementation of the plan will also be tracked through an elaborate monitoring and evaluation framework.

The 2021 County Budget Review and Outlook Paper (CBROP) has been prepared pursuant to section 118 of the PFM Act, 2012. CBROP sets out the county’s fiscal performance review of the previous financial year (2021/2022), and how the performance impacts on the financial objectives and fiscal responsibility principles articulated in the County Fiscal Strategy Paper (CFSP) 2021. The Kenyan economy demonstrated remarkable resilience and recovery to the Covid-19 shock due to the diversified nature of the economy and the proactive measures by the Government to support businesses. The economy expanded by 7.5 percent in 2021, a much stronger level from a contraction of 0.3 percent in 2020. This economic recovery was mainly supported by the recovery in the service and industry sectors despite the subdued performance in the agricultural sector.
