Section 126 of Public Finance Management Act, 2012 requires that the County Government&#13;
prepares a Development Plan which the County Executive Committee Member in charge of&#13;
planning shall submit to the County Assembly, not later than 1st September of each year, for&#13;
approval.&#13;
This County Annual Development Plan (ADP) 2020/21 has been prepared with the purpose to&#13;
provide a comprehensive list of new and ongoing projects that the County government, through&#13;
its various departments, intends to implement during the financial year 2020/21.

<summary type="text">Uasin Gishu County Annual Development Plan 2019/2020
The Annual Development Plan (ADP) 2019/20 has been prepared pursuant to Article 220(2) of&#13;
the Constitution of Kenya (CoK) and Section 126 of Public Finance Management Act, 2012. The&#13;
provisions require the County Treasury to prepare the Plan which the County Executive&#13;
Committee Member in charge of Planning submits to the County Assembly by 1&#13;
st September of&#13;
each year for approval. The provisions also require the Assembly to make public the Plan for&#13;
public scrutiny and input.&#13;
The Plan is an annual extract of the five-year County Integrated Development Plan (CIDP. It&#13;
outlines the County’s priorities as aligned to CIDP 2018-22, with costed programmes and&#13;
projects focused on facilitating attainment of County goals and objectives. The Plan also presents&#13;
a review of performance of the previous ADP (2017/18) against planned targets. The monitoring&#13;
and evaluation framework in the Plan will reinforce assessment of performance of the proposed&#13;
programmes and projects.

The Public Finance Management (PFM) Act, 2012 outlines the county planning framework&#13;
which provides for the preparation of various kinds of plans and among them is the County&#13;
Annual Development Plans (CADPs). The CADP provides the basis for implementing the CIDP&#13;
and guiding resource allocation to priority projects and programmes. Thus the CADP is prepared&#13;
within the framework defined by section 126 of Public Finance Management (PFM) Act 2012.&#13;
The CADP which is submitted for approval to the county assembly not later than 1st September&#13;
of each year provides for, inter alia, strategic priorities for the medium term that reflect the&#13;
county government’s priorities and plans; county programmes and projects to be delivered;&#13;
measurable indicators of performance where feasible; and the budget allocated to the programme&#13;
and projects.
