<summary type="text">Elgeyo Marakwet County Approved Budget Estimates  2020/2021
The preparation of County Budget requires adherence to policy documents and predetermined legislation. Section 12 of the second schedule of the PFM Act 2012 gives direction on how counties’ annual budgets are to be prepared and submitted to the County Assemblies for deliberations and approval. The planning and budget policy documents include; Annual Development Plan (ADP), County Budget Review and Outlook Paper (CBROP), County Fiscal Strategy Paper (CFSP) and County Integrated Development Plan (CIDP). Current CIDP, which is on its final stages of preparation, was prepared with priorities obtained from citizens through public participation. These priorities informed the budget priorities in financial year 2020/2021. Another important document is ADP. The objectives of this budget are informed by the 2020/21 FY Annual Development Plan (ADP) which was also subjected to public participation, just like CIDP. Departmental needs analysis was done to determine allocations to the various programmes and sub programmes in line with the CFSP ceilings. CFSP sets the limits upon which funds are allocated to the sector and sub-sector priorities. In development allocation per ward, this budget has ensured equitable sharing across all Wards on the basis of the County Equitable Development Act, 2015. The budgetary estimates for 2020/21 FY are Kshs. 5,905,553,797 out of which Kshs. 3,861,300,000 is from the Commission on Revenue Allocation (CRA) equitable share, Kshs 144,000,000 will be from own source revenue, Kshs. 1,150,053,927from roll over funds and Kshs 750,199,870 will be from conditional funds from the national government (Covid 19 Emergency Response), World Bank and other development partner sources. Development estimates in this budget amounts to 33% of the total allocation. It is above the 30% threshold and therefore complies with the PFM Act 2012. These budget estimates have been developed to achieve a balanced budget while recognizing the low levels of CRA share and local revenues. Our county however will maintain a strong revenue effort over the medium term to enhance revenue collection and in the process of achieving the county’s revenue potential. The county’s revenue base will continue to be broadened in efforts to achieve the set development targets.
The County Budget was prepared in a collaborative effort amongst county sub-sectors. This has been the norm ever since the county was established following the implementation of Constitution of Kenya, 2010. The information in this document was obtained from departments and other county entities and from public participation resolutions for Annual Development Plan (ADP), County Fiscal Strategy Paper (CFSP), the Budget Estimates and CIDP 2018-2022.

The Marakwet District Development Plan (DDP) for the period 2002-2008 was prepared by the District Departmental Heads of various Ministries under the coordination of the District Commissioner (DC) assisted by the District Development Officer (ODO) and members of the District Planning Team. The Plan is a product of broad-based consultations among various stakeholders. It has been prepared in the backdrop of the theme of the 9th National Development Plan, which is "Effective Management for Sustainable Economic Growth and Poverty Reduction". The Marakwet DDP articulates medium term policies and objectives, which are further translated into short-term strategies and programmes to be implemented under the Medium-term Expenditure Framework (MTEF). the latter is part of the budgetary reforms undertaken to strengthen the linkage between policy, planning and budgeting. One of the most significant changes introduced to Kenya‘s national governance framework under&#13;
the The Constitution of Kenya 2010 was the creation of 47 county governments tasked with major&#13;
responsibilities in sectors like agriculture, health, trade, infrastructure, and county planning among others.&#13;
The Constitution of Kenya 2010, Vision 2030 and its Medium Term Plans (MTPs) together with the First&#13;
County Development Profile provide the foundation for the preparation of the Elgeyo Marakwet First&#13;
County Integrated Development Plan (CIDP). Apart from being a development master plan for the&#13;
county, the CIDP will provide a framework for coordinated development, unified development planning,&#13;
the basis for annual budget financing, the platform for effective and efficient implementation of projects&#13;
and programs, and the mechanism for measuring performance.&#13;
Led by the County Governor and his deputy, the CIDP was prepared by a County Steering Committee&#13;
constituting the County Executive Committee (CEC) members, government technical officers and&#13;
consultants in close collaboration with various stakeholders which included government departments,&#13;
civil society organizations, community groups and private sector representatives.&#13;
As provided in The Constitution, this document contains findings and inputs from Wards, Sub-Counties,&#13;
and County Professionals in Diaspora including those in Eldoret, Nairobi, and those outside the country.&#13;
The data was successfully collected through organized meetings by the county government leadership and&#13;
memoranda submissions via posts and email. The views of county and nationally elected leaders were&#13;
also captured in these meetings. Sector experts, heads of departments and professionals in different fields&#13;
spent time going through the different sectors’ development propositions from the consultative forums.&#13;
The objective was to enhance local participation (bottom-up approach) in project identification and&#13;
formulation, planning, resource mobilization, evaluation, and implementation and monitoring, hence&#13;
laying down a foundation for the achievement of equitable development within the county.

<summary type="text">Elgeyo Marakwet County Integrated Development Plan 2018-2022
County Integrated Development Plans (CIDPs) are Plans&#13;
prepared every five years as development master plans.&#13;
They create a framework for planning, coordinated&#13;
development, budgeting, effective and efficient project&#13;
implementation and progress performance measurement.&#13;
The Plan outlines the county situational analysis, linkages&#13;
to other national and international plans, review of the&#13;
achievements of the immediate previous Plan, prioritized&#13;
sector programmes, implementation framework, resource&#13;
mobilization strategies and monitoring and evaluation&#13;
framework.&#13;
Elgeyo Marakwet County is one of the County&#13;
Governments in Kenya created under the new two-tier&#13;
governance system, i.e. national and county systems&#13;
created by The Kenya Constitution 2010. The County&#13;
Government started implementing its mandates in March&#13;
2013 as per the provisions of the Fourth Schedule of the&#13;
Constitution which came into effect in August 2010.&#13;
Agriculture, health, education, trade, infrastructure, and&#13;
integrated county development planning are some of the&#13;
mandates that the county assumed the responsibility of,&#13;
immediately the constitution was operationalized.

This Annual Development Plan (ADP) is the first policy document for 2017/18 Financial Year’s budget&#13;
calendar following the Budget Circular issued. The subsequent processes and policy documents within&#13;
the 2017/18 annual budget calendar as required by law includes the County Fiscal Strategy Paper which&#13;
outlines the policy goals and strategic objectives to be focused on in 2017/2018 Financial Year budget&#13;
estimates amongst other budget timelines.&#13;
The ADP is being prepared in the backdrop of considerable successes of other county development&#13;
policies which have prioritized development initiatives as captured in the County Integrated&#13;
Development Plan (CIDP) that focuses on sectors with potential to transform the lives and empower&#13;
residents for economic and social advancement. Apart from prioritizing on the vital human social sectors&#13;
such as health, this ADP has identified areas with growth prospects whose economic gains can spur&#13;
growth in other sectors. These growth prospect areas include; enhanced tourism, value addition&#13;
ventures, improved agricultural productivity, revamp irrigation investments and sports related activities&#13;
amongst others.
