The 2020 County Budget Review and Outlook Paper(C-BROP) has been prepared in accordance&#13;
with the Public Finance Management (PFM) Act, 2012 and the PFM (County) Regulations 2014.&#13;
The paper's main focus is enhancing efficiency in resource mobilization and budget&#13;
implementation. This is achieved through the realistic review of the mobilization of county&#13;
revenues, their allocation and utilization in order to ensure that such resources have greater&#13;
impact in addressing the needs of the citizenry.&#13;
The 2020 Budget Review and Outlook Paper is set against the backdrop of a tough global and&#13;
national economy occasioned by the outbreak and the rapid spread of the COVID-19 Pandemic.&#13;
The pandemic has adversely impacted on global economy due to imposition of containment&#13;
measures and disruption of businesses leading to loss of livelihoods for millions of people.&#13;
In Laikipia, COVID 19 pandemic has affected the wellbeing of citizens and increased the&#13;
number of poor and vulnerable households. In particular, the pandemic has adversely affected&#13;
the micro and small businesses leading to an estimated 50-60% loss in income and employment&#13;
while agriculture and livestock markets have contracted by 20-30%. Other sectors adversely&#13;
affected include tourism and hospitality, horticulture and floriculture, public transport and&#13;
education sectors.

Section 118 of the Public Finance Management Act (PFMA), 2012 provides for the&#13;
preparation of the CBROP by the County Treasury. The Act states that a County Treasury:&#13;
shall prepare a County Budget Review and Outlook Paper in respect of the county for each&#13;
financial year; and submit the paper to the County Executive Committee by the 30th&#13;
September of that year. The significance of the paper is to ensure that the government&#13;
reviews its previous financial performance; outlook on the level of future revenues; and set&#13;
preliminary sector ceilings in the light of reviewed performance and projected revenues. The&#13;
C-BROP is also a key document in linking policy formulation, development annual planning&#13;
and budgeting.&#13;
The County Government is in its final fiscal year of implementing the First County Integrated&#13;
Development Plan and Second Medium Term Plan that guide budget preparation and&#13;
implementation in the County. The formulation of Second County Integrated Development&#13;
Plan is also underway and will bring on board key lessons from the CIDP 2013-2017. The CBROP is embedded on the MTEF priorities and takes into account priority needs of the&#13;
citizenry in the devolved system of government. The Sector Working Groups will formulate&#13;
programmes for the Medium Term Expenditure Framework period focusing on priority&#13;
programmes.
