The Laikipia County Fiscal Strategy Paper (CFSP) for the year 2022 is a key policy document of
the County Government of Laikipia indicating how the government will prioritize allocation of
resources to finance programmes and projects as captured in the approved Annual Development
Plan (ADP) 2022/23. The total resource envelope will comprise of the proposed allocations from
equitable share and conditional grants as outlined in the 2022 Budget Policy Statement (BPS)
issued by the Cabinet Secretary to the National Treasury and Planning and the County's Own
Sources Revenue (OSR)
The County Treasury continues to embrace fiscal responsibility in line with the Public Finance
Management Act 2012 Section 107 and the Public Finance Management Regulations (county
governments), 2015, Section 25. This will be accomplished inter alia by progressively bringing
the personnel emoluments down towards the required 35% of County government's total revenue
from 38.3 per cent, 42.1 per cent and 42.8 per cent for 2019/20, 2020/21 and 2021/22
respectively; reductions in the recurrent expenditure due to allocating more resources to
development budget to above 30% and where the county recorded 37.3 per cent 39.6 per cent
and 34.1 percent in the FY 2019/20, FY2020/21 and FY2021/22 respectively.

The country’s economy picked up strongly in the second quarter of 2021, with real GDP growing 10.1 percent supported by easing of COVID-19 containment measures. Economic growth was projected at 6.0 percent in 2021 from the contraction of 0.3 percent in 2020. This translates to a growth of 5.9 percent in FY 2021/22 from 2.9 percent in FY 2020/21. The economic recovery reflects improved business environment after easing of COVID-19 restrictions and is supported by the prevailing stable macroeconomic environment, ongoing implementation of the strategic priorities of the Government under the “Big Four” Agenda and the implementation of the third Economic Stimulus Programme

The 2018 CFSP is anchored on the following key pillars: Upgrading of infrastructure; Improving Security; Food security; Destination Laikipia; Lighting up homes and markets; Job creation; Proper governance and accountability; Employable youth and entrepreneurs; Access to quality and affordable healthcare and Access to clean and reliable water. These pillars are in line with the BPS “The Big Four” Plan expenditures priorities namely: Employment creation, youth empowerment, supporting manufacturing activities, enhancing health coverage, improving food security and enhancing living conditions through affordable housing. In order to realise this targets and taking cognisance of limited resources, the county revenue base shall continue to be enhanced towards increased resource envelope, collaboration with private sector and development partners to complement in the implementation of programmes.

These pillars are also reflected in the BPS through its five key pillars: Creating a conducive business environment for job creation; Investing in sectoral transformation to ensure broad based and sustainable economic growth with a major focus on agricultural transformation to ensure food security; Infrastructure expansion to facilitate economic transformation in transport, logistics, energy and water; Productive sectoral policies towards agricultural transformation, manufacturing, tourism and sports; Investing in social sectors for quality and accessible health care services, quality education as well as strengthening the social safety net to reduce the burden on households and promote shared prosperity; and further consolidating gains made in devolution in order to provide better service delivery and enhanced economic development

This County Fiscal Strategy Paper for the FY 2016/17 sets out the county's priority programmes to be implemented in the FY 2016/17 as outlined in the County Annual Development Plan 2016/17 and the Second Medium Term Plan of the Vision 2030. In addition it conforms to the direction of the 2016 Budget Policy Statement (BPS) at the national level as captured in the latter’s theme: “Sustaining Economic Prosperity for all Kenyans”. More specifically, the CFSP recognises the challenges identified in the BPS and sets out measures to mitigate them.
