The 2022 County Fiscal Strategy Paper (CFSP) is prepared against a background of expected global recovery after a slump in 2020 occasioned by the negative effects of the COVID-19 pandemic. The global economy is projected to grow by 5.9 percent in 2021, from a contraction of 3.1 percent in 2020. However, economic prospects vary across countries with the emerging markets and developing economies expected to pick up slowly compared to advanced economies given different country policy responses to the pandemic. The County Fiscal Strategy Paper (CFSP 2021) is prepared pursuant to Section PFM Act 2012 and the PFM (County Government) Regulations 2015. CFSP 2021 has been prepared against a background of a contracting global economy occasioned by the outbreak and the rapid spread of the COVID-19 Pandemic. The Kenyan economy suffered major shocks from the adverse effect of COVID-19 Pandemic in the year 2020. The containment measures to reduce the spreads of COVID-19 disease as well as the significant interruption of the global supply chain led to loss of livelihoods and collapse of business activities. Owing to this phenomenon, the national economy shrank significantly by 5.7 percent in the second quarter of 2020 compared to 4.9 percent growth in the first Quarter of 2020.

The&#13;
County fiscal strategy paper is prepared in accordance with Section&#13;
117 of the Public Financial Management Act, 2012. The law states that:&#13;
(1) The County, Treasury shall prepare and submit to the County Executive&#13;
Committee the County Fiscal Strategy Paper for approval and the Count y&#13;
Treasury shall submit the approved Fiscal Strategy Paper to the county&#13;
assembly, by the 28 th February of each year.&#13;
(2) The County Treasury shall align its County Fiscal Strategy Paper with the&#13;
national objectives in the Budget Policy Statement.&#13;
(3) In&#13;
preparing the County Fiscal Strategy Paper. The County Treasury shall&#13;
specify the broad strategic priorities and policy goals that will guide the&#13;
county government in preparing its budget for the coming financial year&#13;
and over the medium term.&#13;
(4) The Co&#13;
unty Treasury shall include in its County Fiscal Strategy Paper the&#13;
financial outlook with respect to county government revenues,&#13;
expenditures and borrowing for the coming financial year and over the&#13;
medium term.&#13;
(5) In preparing the County Fiscal Strateg&#13;

The CFSP 2016 is the third to be prepared since the integration of the County Government after the March general elections. This Medium term plan (2013 – 2017) as outlined in the CIDP is characterized by the transition to the County Government and laying of the foundation for effective functioning of the County governments to discharge their mandates as per the constitution of Kenya 2010. The focus going forward will therefore be guided on the need to consolidate gain being made in the implementation of the 3rd budget under County Government (FY 2015/2016). Further this fiscal Strategy paper has relied on the focus of the draft national Budget Policy statement released by the National Treasury late January. The strategies guiding the Nakuru County Government Budget MTEF period 2016/2017 – 2018/2019 will remained as earlier outlined in the CFSP 2015.

The Public finance management Act 2012 requires County Government to state or reaffirm its long-term objectives for fiscal policy in the annual County fiscal strategy paper.  Section 107 (b) of the Act sets out the long term fiscal principles to ensure prudency and transparency in the management of public resources .The 2015 County Fiscal Strategy Paper (CFSP) the second in the County set out the priority programs to  be implemented under the Medium Term Expenditure Framework (MTEF). The theme under the 2015 CFSP is Sustaining of Economic Excellence agenda. In achieving this theme the County has reaffirmed the six strategic priorities adopted in 2014 CFSP. This   comprised of the following: I) creating an enabling environment for business and private sector participation in County Economic growth and development. ii) Development of County physical and social infrastructure facilities including feeder roads, water, ICT to stimulate growth. iii) Promotion of health services through investing in quality and affordable health services.  IV) Promotion of value addition for agricultural produce, food security and environmental conservation. The 2017 County Fiscal Strategy Paper is prepared against a background of the end of the current plan period as per the County Integrated Development Plan (2013-2017) and the second Medium Term Plan period (2013-2017)   of the Vision 2030. This fiscal year under focus is marked by slowed growth in transfers from the nationally raised revenue as well as limited projection of the locally raised revenues. The post devolution transition period was marked by stability in County expenditure management observed through the County Budget Review and Outlook Paper published in October 2016.  In FY 2015/2016 the County government recorded significant improved performance in development expenditure spending at Ksh 3.2 billion compared to the Ksh 1.6 billion in the previous year.

The 2018 County Fiscal Strategy Paper is the first to be prepared under the 2nd integrated planning period (2018-2022) and marks the inaugural policy framework under the new County Administration. This second CIDP planning period is building on the gains and achievement of the inaugural county government. Notable achievements have been recorded in the first implementation period although the growth performance of both revenue and expenditure slowed toward at the end of FY 2016/2017.
