Kajiado County Integrated Development Plan 2013-2017
One of the most significant changes introduced to Kenya's governance framework under the
constitution 2010 dispensation is the creation of 47 county governments with responsibilities
in agriculture, health, trade, roads, county planning and other functions. Under the
Constitution, the National and County Governments are distinct but interdependent. The
County government is composed of the Governor, County Executive Committee and County
Assembly. The County Government responsibilities and functions are specifically spelt out
under the Fourth Schedule of the Constitution. The County Executive Committee is
expected to supervise the administration and delivery of services to citizens as well as
conceptualize and implement policies. The County Assembly is a legislative organ and will
play an oversight role on all county public institutions including the urban areas and cities.
The Constitution of Kenya 2010, County Government Act 2012, Kenya Vision 2030 and its
Second Medium Term Plan (2013-2017) provide the foundation for the preparation of the
first County Integrated Development Plans (CIDPs) for all the 47 counties in the Republic of
Kenya. The CIDP is meant to assist the County Governments in prioritization of local socioeconomic development issues. It provides the baseline information which will guide the
execution of this function.
