Government of Kericho under the Constitution 2010 and the Public Finance&#13;
Management Act, 2012. In line with the law, the CBROP contains a review of the&#13;
fiscal performance of the financial year 2018/19.The County Budget Review Outlook&#13;
Paper (CBROP) 2019 is anchored on the county’s key strategic, operational priorities&#13;
spelled out in the County Integrated Development Plan (CIDP II) 2018-2022. In this&#13;
paper, provisional indicative sector ceilings for the FY 2020/2021 budget have been&#13;
set informed by the forecasted revenues. These allocations set in motion the budget&#13;
preparation for the Fiscal Year 2020/2021 in line with the PFM Act, 2012.

It further gives reasons for any deviation from the county financial objectives in the fiscal strategy paper together with proposals to address the deviations.  The updated economic and financial outlook presented in this paper will set out the broad fiscal parameters for preparation of the next budget. In particular, the provisional ceilings presented are intended to act as a guide to sector working groups in preparing their budgets.

Prudent financial management in the county will be determined by achieving&#13;
a balance between developing institutions and investing in productive&#13;
sectors. Importantly, the pace at which the county shall adhere to fiscal&#13;
discipline amid the high recurrent expenditure experienced in the 2015/16&#13;
financial year in setting up county systems remains a crucial factor in&#13;
determining the pace of future growth of the country. In addition, the huge&#13;
recurrent related expenses especially on wage bill will continue to be a major&#13;
challenge as the implementation of devolved system of governance.

In reviewing the fiscal performance, this paper analyzes the performance of&#13;
county own revenue in the FY 2014/15. It has included the total revenue&#13;
collected and made comparison to projected revenue for the same year.&#13;
Included in the analysis is also performance of ministerial expenditures for the&#13;
period under review.

The County Budget Review and Outlook Paper (C-BROP) presents the&#13;
fiscal outcome for FY 2013/2014 and how this affects the financial&#13;
obligations set out in the County Fiscal Strategy Paper 2014 introduced&#13;
to the County Assembly on 28th February 2014. It also provides a basis&#13;
upon revision of FY 2014/15 budget in the context of the Supplementary&#13;
Estimates, as well as set out the broad fiscal parameters for the budget&#13;
preparation over the medium term period.&#13;
The County Treasury will maintain the trend of stable macroeconomic&#13;
performance and ensure transparency by relaying performance&#13;
indicators to the public through this policy document as required by the&#13;
Constitution and the Public Finance Management Act, 2012 as well other&#13;
existing regulations&#13;
The fiscal framework presented in this 2014 C-BROP provide strong&#13;
basis for ensuring that the fiscal principles set out in PFMA, 2012 are&#13;
achieved.
