The youth policy of the county government of Vihiga has been developed within the context of the changing needs and aspirations of the youth. it defines the mission of the ministry of youth, sports, culture and social services of the county government of Vihiga as a timely response to challenges and emerging needs of the youth. the policy lays emphasis on opportunities to empower young people to develop their resilience and is therefore an essential planning tool guiding the county in its approach to youth development focusing interventions and services that would ensure the rise of a vibrant youth by 2030. it provides a framework on which all programmes and sectoral policies will base their efforts to mainstream issues affecting the youth at all levels of governance in the county, including a mechanism for accountability. the policy encourages the use of an all-inclusive and participatory approach and joint action by relevant players in its implementation.

Public road passenger transport in Kenya dates back to the 1930's and accounts for over 80% of the total internal freight and passenger traffic in Kenya with the remainder of about 7% being mainly carried by rail and air. the public transport is dominated by the informal sector commonly referred to as Paratransit. this is composed of privately owned and operated transport options that include matatus (buses, mini buses, vans), motorcycles (boda boda), bicycles and tricycles (tuk tuk). due to the lack of organized passenger transport, alternatives have led to the rapid growth in these non-conventional means of the public transport. the entry od boda boda as a means of transport in the already chaotic public passenger transport sector brought even more chaos. the zero rating of boda bodas below 250 cc in Kenya in 2008 by the government meant that more people could afford them. Just like matatus, the boda boda started off without any form of regulation. boda boda motorcycles became popular because they could use all possible routes to get their pillion passengers to their destination even during heavy traffic congestion.

As we commence the implementation of County’s Development Strategy as outlined in the County Integrated Development Plan, the county positions itself into the promising future through consolidating, enhancing and sustaining the gains made since inception of devolution. The transport sector is recognized as a key pillar and a critical enabler in the achievement of the development aspirations for County Government of Vihiga. A robust and efficient transport sector will not only be important in improving the competitiveness of products from the County and the region, but also serve as a significant basis upon which the economic, social and political pillars of the development strategy will be built. Further, the sector is expected to remain a key component in tackling such challenges as reduction of poverty by half by the year 2015 and overall improvement in the general welfare of the population.

This policy has been formulated taking into account the county’s development priorities in relation to Kenya’s vision 2030 and the County Integrated Development Plan 2018-2022. It also highlights the cooperatives’ potential and opportunities that can contribute to the county’s economic transformation from a purely agricultural economy to agro-industrial and value-addition economy. The cooperative sector in Vihiga County is relatively small for most of the cooperative societies are based on savings and credit activities and the formal agricultural sector like coffee, dairy, and tea. There are 95 registered cooperative societies in the county with a membership of 14,380 and a share capital of KSh. 36,608,766 as at 31st.July.2018 distributed as 4 dairy, 5 coffee, 57 savings and credit, 12 housing, and 17 other cooperative societies in the informal sector. However, the potential for growth and development of the cooperative sector in the county is significant.
