Government of Kenya Treasury circular No. 3/2009 issued by the Permanent Secretary,&#13;
Office of the Deputy Prime Minister and Ministry of Finance mandates all Public Sector&#13;
Accounting officers, Chief executives of state corporations and Clerks to Local Authorities&#13;
to develop and implement an Institutional Risk Management Policy Framework. The&#13;
framework should enable the management to focus in a comprehensive and holistic basis&#13;
on all risks faced by the public institution which could impact on the achievement of&#13;
strategic objectives as well as service delivery targets and thereby enhance accountability&#13;
to public sector stakeholders.&#13;
Consistent with this Policy, the County Government of Bungoma is committed to&#13;
protecting itself, employees and others from situations or events that would prevent it&#13;
from achieving its strategic goals and objectives. Risk management is an integral part of&#13;
good governance, good management practice and the assurance of safe and productive&#13;
workplace environments. This framework will institutionalize an efficient and effective&#13;
systematic approach to managing risks and opportunities in the County.

The high rate of unemployment in Kenya has been a source of great concern for policy makers in County governments and other key sectors. One of the contributing factors to this state of affairs is the lack of practical work-based experience among the graduates.&#13;
Every year, thousands of young people graduate from post school institutions and universities with certificates, diplomas and degrees from a wide range of academic and technical disciplines. However, their preparation for afterschool work and life is generally low, leading to a sense of frustration and a great feeling of betrayal of the societal contract i.e. growing up, schooling and raising a family and contributing to the country’s growth. Employment opportunities for the youth marks an important transitional period towards independence, increased responsibility and active participation in national as well as societal development. The converse is also true; left on their own without attendant remedial strategies, they are likely to fall into social ills such as crime, drug and substance abuse, and religious fanaticism. As a County Government and in tandem with the National Agenda on strengthening youth employment and entrepreneurship, the County Government of Bungoma has a role to play in ensuring that the youth, especially those with relevant qualifications, are offered opportunities to enable them gain practical work experience and/or fulfil the legal requirement for registration by professional bodies. It is therefore pertinent that the County establishes an internship programme, which would be a contribution to the government’s effort to alleviate youth unemployment by offering them a chance to gain workplace experience, thus enabling them to have a competitive edge in their job search.

<description>Bungoma County Water Policy 2021
Managing water involves drawing a plan, designing, construction, implementing, and maintaining water resources or programs. This is done to warrant efficient and effective use of water by the community. Management of water encompasses use of participatory approaches in empowering the communities to guard their water resources. The County’s water demand is currently (year 2020) 58,220m3/day. This demand will surpass 220,027m3/day by the year 2050. The County has seven urban water schemes, twenty rural schemes. The urban water schemes collectively produce approximately 20,550m3/day. However approximately 66% of the production is lost as Non-Revenue Water (NRW) hence only 7,000m3/day (12% of the demand) reaches the consumers. The boreholes and rural water schemes meet 11.8% (6,970m3/day) and 2% (1,164m3/day) of the residents’ water demand respectively after correction for unaccounted for water. Therefore, only 25.8% of Bungoma County’s residents (440,000 people) have access to safe drinking water. This is less than 69% of the global average or 73% rate of access in Africa. It is also less than Kenya’s national average water supply coverage of 57%.

The CUDP will ensure that urban areas within the county are designed in a manner that they are:- Compact, Integrated, Connected, Socially inclusive, Resilient to climate change and Well governed. The CUDP is structured along ten pillars which include:- Urban Physical and Land use Planning, Urban Economy, Physical Infrastructure, Social Infrastructure, Housing, Transportation, Urban Finance, Urban Governance, Urbanization and Information System and Environmental Sustainability. The CUDP is the foundation for individual and strategic urban polices at the County level.

Tourism is the third largest contributor to our National Gross Domestic Product after agriculture and manufacturing. Bungoma County despite having enormous potential in attractions, hospitality and labour has to harness tourism as a vehicle that shall not only contribute to economic development but also put Bungoma County on the national and even global tourism map. The policy proposes strategies to ensure the tourism sector becomes a leading revenue earner for the County Government and a major socio-economic force as the County tourism sector has been touted as a sleeping giant. Therefore, this Bungoma County Tourism Policy outlines the framework within which sustainable county tourism development to international standards shall be undertaken. The Policy covers various aspects as per the chapters in the Policy as follows;-&#13;
Chapter One provides the background within which the Policy has been developed and highlights the process of developing the policy in addition to international and national policies and legal framework that have influenced its development. Chapter Two provides policy direction with regard to tourism in Bungoma County by outlining the goal, specific objectives and guiding principles that will underpin the implementation of the policy. Chapter Three clearly outlines policy framework consisting of the core policy priority areas and specific strategic interventions to be followed to achieve its aspirations. Chapter Four outlines approaches to policy implementation. It also sketches the key stakeholders and requisite institutions framework for effective implementation Chapter Five outlines the processes of monitoring, reporting and review the policy. It anchors the monitoring, reporting and review processes in the institutional frameworks.

All the employees in the County must know how to reduce the risks involved in their work and contribute to creating a good work environment. The County needs shall ensure that all the employees get basic knowledge on the work environmental management. A good work environment enables operations at the County to be able to function well. Efforts to constantly monitor and improve the work environment must be a matter of high priority for everyone working at the County.

The advent of devolved units in Kenya should be viewed as engines that drive economic growth in the country. To achieve this, counties need to build strong governance structures that will effectively provide efficient services towards wealth creation by sustainably exploiting natural resources in their backyards. Counties should develop and implement natural resources frameworks that seek to improve the quality of life for every citizen. Further, counties should strive to tame natural resources conflicts in the country borne out of and made worse by continuing socio-economic inequalities; by create equitable and consequently equality in each of the devolved units. Time is now for our county to harness the potential of the diverse natural resources in order to create ecological, environmental and sustainable economic solutions. The concept and spirit of devolution is to distribute wealth and resources to each and every citizen, whilst imparting a sense of belonging and ownership. To achieve this a sustainably managed natural resource base is to be built in every county. Yet, many counties are yet to give much credence to the natural resources’ management agenda in their development plans. This agenda is not conceptualized or mapped out in their development priorities, neither is it clearly articulated in their sectoral plans. It is no wonder that the annual budgets for development allocated to natural resources management by county governments is next to nil.

This Transport policy deals with the development of a set of constructs and propositions that are established to achieve particular objectives relating to social, economic and environmental development, and the functioning and performance of the transport system.  The goal of this transport policy is to assist the making of effective decisions concerning the allocation of transport resources, including the management and regulation of existing transportation activities. Thus, transport policy is concomitantly of public and private interest.  Public policy is the means by which governments attempt to reconcile the social, political, economic and environmental goals and aspirations of society with reality. These goals and aspirations change as the society evolves, and thus a feature of policy is its changing form and character. The Policy has to be dynamic and evolutionary.  Policies are frequently, though not exclusively, incorporated into laws and other legal instruments that serve as a framework for developing planning interventions. Planning does not necessarily involve legislative action, and is more focused on the means of achieving a particular goal, often within the existing regulatory framework.  Transport policies arise because of the importance of transport in virtually every aspect of economic, social and political activities of nation states. Transport is taken by governments of all inclination, from those that are interventionalist to the most liberal, as a vital factor in economic development. Transport is seen as a key mechanism in promoting, developing and shaping the national economy Issues of employee safety have for a long time led to the development of policies requiring driving licenses, limiting the hours of work of drivers, imposing equipment standards, establishing speed limits, mandating highway codes, seat belts and other accident controls. More recently, environmental standards and control measures are being instituted, in response to the growing awareness of the environmental impacts of transport.

In 2015, the CGB adopted a five-year ICT Roadmap (2015-2020) that outlined its overall vision, mission as well as other ways to improve delivery of ICT services. One of the areas that the CGB is giving considerable attention is the formulation and implementation of an ICT policy and strategy. The CGB is aware that most institutions in both the public and private sectors are re defining their policies and strategies to embrace ICT. The immediate challenge for CGB is to establish short, medium and long-term ICT plan and adoption of an enabling policy. There is also need to harmonize and integrate existing systems, present and future initiatives. In this regard efforts to establish appropriate ICT standards, data security systems and procedures as well as related quality assurance mechanisms are a priority.&#13;
The Policy recognizes this convergence and establishes an overall policy framework for electronic communication. This Policy clarifies the applicability of law and of other CGB policies to electronic communication. It also establishes new policy and procedures where existing policies do not specifically address issues particular to the use of electronic communication. Where there are no such particular issues, this Policy refers to other CGB policies. An integrated policy cannot anticipate all the new issues that might arise in electronic communication. The purpose of this Policy is to provide a framework within which these new issues can be resolved and that recognizes the intertwining legal, institutional, and individual interests involved.
