Considerable effort was made by members of the District Sector Working Groups (DSWGs) who produced sectors draft plans that formed the basis for this final document. The office of the District Commissioner and the District Development Committees provided overall oversight and the subsequent approval of the Plan. The DDP is a product of broad-based and participatory consultations among a cross-section of stakeholders undertaken in each of the 148 districts as at October 2008. Other development actors in the district were involved in detailed discussions and preparations of the material content that formed integral parts of the final DDPs. In each of the districts consultations were conducted at the constituency as well as at the district levels. The plans have been prepared in the backdrop of the Kenya Vision 2030, the First Medium Term Plan 2008-2012 and in line with the Millennium Development Goals. This document essentially reflects a district effort coordinated by the District Development 0fficer, with inputs from district officers of the various operating ministries, local authorities and private agencies.
