<description>Kisumu County Integrated Development Plan 2018-2022
The second Kisumu County Integrated&#13;
Development Plan is the County’s&#13;
development blueprint that outlines the&#13;
programmes and projects which Kisumu&#13;
County intends to implement during the&#13;
five-year period starting 2018 to 2022. It is&#13;
the social contract between the County&#13;
Government and the people of Kisumu&#13;
County. The plan draws from the promises&#13;
made during campaigns to take up&#13;
leadership of the County and convert those&#13;
promises into actionable programmes and&#13;
projects.&#13;
Like other counties, our first CIDP (2013-2017) was prepared in 2013 and its&#13;
implementation ends in June, 2018. The CIDP II aims to build on the achievements and&#13;
also takes into account, lessons learnt from implementation of the CIDP I in order to put&#13;
the County on a high, broad-based, inclusive and sustainable growth trajectory recovery&#13;
path. Intrusively, County development planning takes place in the context of Global targets&#13;
in the current Sustainable Development Goals (SDGs), Agenda 2063 of the African Union&#13;
and the National Long-term Vision 2030 and its third MediumTerm Plan presently&#13;
anchored in the President’s “Big Four Agenda” and its implementation arrangements. Our&#13;
plan aligns to these frameworks since we recognize our circumstance in the diagnosis in the&#13;
constraints to Development that underpin the global, regional and national responses. That&#13;
nowithstanding our primary responsibily is to meet thedevelopment aspirations of the&#13;
people of Kisumu County.

<description>Kisumu County Integrated Development Plan 2013-2017
The Comprehensive Integrated Development Plan (CIDP) articulates the role of Kisumu&#13;
County in promoting and maximizing socio-economic development. This is understood&#13;
broadly as the overall improvement and enhancement in the quality of life of all people. At its&#13;
core is a focus on addressing poverty, inequality, security, and social injustices while&#13;
providing for the participation of its Citizens in charting their own development. The CIDP&#13;
sets out what the county is doing or plans to do, and articulates where and how external&#13;
stakeholders, such as contracted service providers and organizations receiving City grants,&#13;
shall contribute to creating an opportunity, safe, caring, inclusive and well run county that&#13;
allows people to reach their potential.&#13;
The Comprehensive Integrated Development Planning is an approach to planning that&#13;
involves the entire county and its citizens in finding the best solutions to achieve good longterm development. The CIDP is a super plan for Kisumu. It gives an overall framework for&#13;
development and aims to co-ordinate the work of county, sub-counties and other spheres of&#13;
government in a coherent plan to improve the quality of life for all the people living in the&#13;
county. This plan has taken into account the existing conditions and problems and resources&#13;
available for development. It also looks at economic and social development for the area as a&#13;
whole and sets a framework for how land should be used, what infrastructure and services are&#13;
needed and how the environment should be protected.
