Due to COVID-19 containment measure, it was not possible to hold physical public participation. However, the public gave their submissions through the Ward and Sub-county administrators. The proposals were then reviewed in consultative virtual meetings between 4th and 6 th August, 2020 through zoom. The preparation process, therefore, complied to Section 87 of the County Government Act, 2012. The poverty index in county has reduced from 52 percent recorded in 2009 according to CIDP 2013-2018 to 44.5 percent. However, the County is ranked among the poor counties in Kenya. The 2015/16 Kenya Integrated Household Budget Survey (KIHBS) report, 2018 places the poverty index in the County at 44.5 percent against the national figure of 32 percent. 2021-01-01T00:00:00Z https://repository.kippra.or.ke/handle/123456789/1310 Kisii County Annual Development Plan 2020/2021 Preparation of the Annual Development Plan (ADP) is provided for in Section 126 of the PFM Act, 2012 and Section 104 of the County Government Act, 2012 in fulfilment of Article 220 of the Kenyan Constitution. The 2020/2021 ADP is the third Plan prepared in the implementation of the CIDP 2018-2022 in realization of the Vision 2030 and Sustainable Development Goals (SDGs). The Plan reviews the implementation status of the previous ADP (2018-2019). Although most activities proposed in the Plan received budgetary allocation in the FY 2018/19 budget; the funds were used to settle pending bills from the last financial years as opposed to initiating new projects. There is need, therefore to document all the pending bills and provide budgetary allocation in this Plan in order to ensure smooth execution of the subsequent plans and budgets. During the public consultative fora, a number of challenges facing the resident of the county were identified as food insecurity; high illnesses; high poverty levels; high unemployment levels; environmental degradation; and, poor road network hampering trade. In addressing these challenges, the Plan has identified five strategic areas that will guide the allocation of resources. The ADP is a one year Plan that provides the basis for implementing the County Integrated Development Plan (CIDP) and guiding resources allocation to priority projects and programmes. It presents the strategic priorities for the medium term that reflect the County Government‟s priorities; County programmes and projects to be delivered; measurable indicators of performance; and the budget allocated to the programmes and projects in the County. The aspiration of the CIDP is to have a prosperous County in realization of the Vision 2030. To achieve the medium term goal of prosperity for all, the Plan has adopted Five Key strategic areas that will receive priority in funding. These areas are expected to contribute immensely to economic growth and development through provision of income-generating opportunities to the County residents. These areas are in line with the “Big Four” agenda of the National Government and in harmony with the Sustainable Development Goals (SDGs). They include: i. Water reticulation. ii. Health Care; iii. Roads development; iv. Food security; v. Trade and enterprise development; and The preparation of ADP 2018-19 was led by the County Executive Committee Member (CECM) in charge of Finance and Economic Planning. It was done in close collaboration with various stakeholders including government departments and County Budget and Economic Forum (CBEF). For the County to realize its vision of prosperity for all, it needs to adopt strategic programmes that generate rapid employment and provide more income-generating opportunities to the Countyresidents. To achieve the expected economic growth and create impact, a set of nine County Strategic areas have been identified: i. Water reticulation; ii. Health Care; iii. Roads development; iv. Food security; v. Land management and sustainable urban development; vi. ECD and Vocational Training; vii. Culture, Youth and Sports; viii. Social protection; ix. Trade and market development.
