UHC is an important pillar with the aim of transforming the country's health&#13;
sector for enhanced service delivery. A productive population is an impetus for&#13;
greater economic development and explains why Kenya is investing in UHC to&#13;
ensure its people remain healthy. Besides health financing, UHC implies putting&#13;
in place efficient health service delivery systems, adequate health facilities and&#13;
human resources, information systems, good governance and enabling legislation. This policy embraces the principles of equity, people centredness, efficiency,&#13;
social solidarity and a multi-sectoral approach. It focuses on four objectives and&#13;
their related strategies to support attainment of the Government's goal in health.&#13;
It is cognizant of the functional responsibilities between the National and County&#13;
levels of Government with their respective accountability mechanisms and&#13;
frameworks. It is envisaged that the national and county Governments will benefit&#13;
from this policy as a guide for planning and budgeting for healthcare services&#13;
at all levels of care. The detailed strategies and programme packages will be elaborated&#13;
in specific strategic and investment implementation plans. I therefore call&#13;
for the need to raise awareness to ensure that the objectives of this policy are well&#13;
understood and fully owned by the various stakeholders and implementing partners.

The tragic events of the Covid-19 era in which many of our respected&#13;
colleagues died demonstrates the importance of patient safety practices in&#13;
our Health Care Facilities. Infection Prevention and Control is an&#13;
essential component of patient and health care worker safety. Proper&#13;
implementation of the systems and practices is required to ensure proper&#13;
infection prevention and control to reduce to a minimum the transmission&#13;
of infections within our Health Care system. Although it is not possible to predict the future occurrence and course of&#13;
disease outbreaks such as the ongoing Covid-19 pandemic, planning for a&#13;
scenario in which many persons become ill and seek care at the same time&#13;
is an important part of preparedness and can improve outcomes if an&#13;
outbreak occurs. Therefore, preserving health care system functioning is&#13;
paramount through the strengthening of IPC practices. Concerted efforts&#13;
will be required to mobilize all aspects of health care to reduce&#13;
transmission of disease, direct people to the right level of care, and&#13;
decrease the burden on the health care system.

Kenya’s agriculture is central to meeting the challenges of feeding a growing&#13;
population, creating wealth, reducing poverty and managing the&#13;
degradation of natural resources. Agriculture will contribute effectively to&#13;
these national goals if continued emphasis is put on the positive factors that&#13;
underpinned the remarkable agricultural growth realized since 2003. Further,&#13;
concerted efforts must be made to address the country’s vulnerability to&#13;
climate change and other external shocks, as well as a need to initiate policy&#13;
and institutional reforms to address globalisation, constitutional and other&#13;
changes in the sector. It is worth noting that these are achievable through&#13;
effective agricultural research system.&#13;
Over the past decade technological, political and socio-economic factors&#13;
affecting agricultural research institutions have changed significantly. While&#13;
the information and communication technology revolution has broadened&#13;
access to knowledge and information, the private sector has become an&#13;
essential player. At the same time, agricultural development is increasingly&#13;
concerned with diversifying, adding value, improving product quality,&#13;
emphasis on food safety, equity in economic growth, capturing and creating&#13;
markets, and addressing gender parity.

The role of Public Relations and Communication Management in Government Ministries, Departments and Agencies (MDAs) entails among other functions identifying significant events which require packaging of Government information for dissemination to the public; organizing fora where Government policies, programmes and projects are propagated and promoted; advising Ministries/Departments/ Agencies on matters of public communications and dissemination and management of public information; and, formulation of National Public Communications Policies and design of a Government communications infrastructure. According to the Public Service Human Resource Manual (2016) and the Public Service Act, 2017, Ministries, Departments and Agencies are expected to maintain regular liaison through public communications units to ensure the fullest possible publicity for Government policy, programs and plans. The PSC Human Resource Manual also provides for professional public servants to strengthen their skills by subscribing to relevant professional bodies while the Public Communications Policy identifies the Public Relations Society of Kenya as the suitable body to build the professional capacities of public relations officers in Government

The Ministry of Environment and Forestry is committed to facilitating enabling policies, legal and regulatory reforms for promoting sustainability of the environment and forest resources, while at the same time, mitigating the effects of climate change. The Ministry is obliged and committed to providing the necessary monitoring, conserving and protective oversight role, while also ensuring that there is sustainable management of the environment for national development. The Kenya Meteorological Department (KMD) which is the National Meteorological Service (NMS), is domiciled in the Ministry of Environment and Forestry is designated the single authoritative voice and source of weather, climate and hydrological alerts, warnings and advisories. KMD is also responsible for weather, climate, air quality, and tsunami warnings. This Meteorology Policy proposes a broad range of measures and actions to address key meteorological issues and challenges. It further seeks to provide the framework for an&#13;
integrated approach to planning and implementation of various measures and recommends a legal and institutional framework as well as governance measures to support the achievement of the desired goals and objectives.

<description>National Agricultural Mechanization Policy 2021
Mechanization is a key input in the agriculture sector value chains. The main types of mechanization in the country include the use of animal-drawn and motorized machinery, implements and equipment. Development and promotion of these mechanization initiatives have been carried out by the Government in collaboration with the private sector. In line with the Kenya Vision 2030 agricultural mechanization is expected to play a critical role in putting more land into agricultural production. The country has not operated with a clearly defined agricultural mechanization policy. This, together with the existing strategies has not sufficiently addressed agricultural mechanization challenges leading to the low level of agricultural mechanization in the country. The consequences have been environmental degradation, social and economic problems including deterioration in produce quality, low agricultural production and under-utilization of agricultural land. The past agricultural reforms coupled with the increase in population have generally resulted in diminishing size of farm units, which have negatively impacted on agricultural mechanization. Furthermore, this trend is expected to continue in the foreseeable future and hence it is imperative that the mechanization activities take cognizance of this fact.

<description>Physical Education and Sports Policy for Basic Education
This policy has been developed with an overarching goal of promoting the provision of P.E and sport in basic education institutions. Development of this policy is therefore embedded in the ongoing educational reforms to align the provision of education with the tenets of the Constitution of Kenya, and to position education provision as a key stimulus and enabler for Kenya’s socio-economic transformation agenda as stipulated in Kenya Vision 2030 as well as the aspirations of the African Union Agenda 2063 and the United Nations 2030 Agenda for Sustainable Development. The policy draws from provisions in existing policy and legal frameworks including: Sessional Paper No 1 of 2019 on a Policy Framework for Reforming Education and Training; Kenya National Curriculum Policy (2019); National Education Sector Strategic Plan (NESSP)2018-2022; Anti-Doping ACT, 2016; Sports Act, 2013; Sessional Paper No. 3 of 2005 on sport and development and Kenya National Sports Policy (2002) among others. This policy also actualizes the Kazan Action Plan (2017) that calls for states to ensure access to sport as a fundamental right for all and fosters convergence in sport policy development, measure progress, structure and prioritize dialogue and cooperation between different actors and specify linkages with the Sustainable Development Goals (SDGs).

movement as a critical player in pursuit of social and&#13;
economic development. The policy is anchored on the&#13;
theme, "Promoting Co-operatives for Socio-Economic&#13;
Transformation". The policy identifies contemporary challenges which&#13;
inhibit the growth of co-operatives and presents a&#13;
paradigm shift intended to establish a more proactive&#13;
engagement between the national and county&#13;
governments, the co-operative movement and other&#13;
stakeholders. It also seeks to rationalize the role of&#13;
national and county governments in co-operative&#13;
development in line with the CoK, 2010 and national&#13;
development goals set out in Kenya Vision 2030. The&#13;
government affirms its commitment to uphold the sanctity&#13;
of the co-operative values and principles as a way of&#13;
enabling the growth of co-operative enterprises while&#13;

<description>Gender Policy 2011
The Kenya National Policy on Gender and Development (NPGD), 2000 spells out a policy approach of Gender mainstreaming and empowerment of women and clearly states that it is the right of women, men, girls and boys to participate in and benefit equally from the development process. The NPGD provides a framework for mainstreaming gender in all policies, planning and programming in Kenya and puts in place institutional mechanisms to ensure effective implementation. The need for a national policy arose from the government’s realisation that without a coherent and comprehensive overall framework for guiding gender mainstreaming within the different sectors and line ministries involved in development, enormous resources may continue to be misplaced. The Department of Gender and Social Development was established in December 2006 following the merger between the Departments of Gender and Social Services. The overall mandate of the Department of Gender and Social Development is to promote gender equality and women’s empowerment through gender mainstreaming in the development process, capacity building, social protection, community participation and public – private partnerships. These strategies are informed by and consistent with the objectives of the flagship projects under the social pillar of the Kenya Vision 2030.
