of PFM Act of 2012. It sets out the county priority programs for implementation in the FY&#13;
2020/21 and in the medium term as per the MTEF. The preparation of this document has&#13;
been extensively collaborative and consultative and therefore reflects the needs and&#13;
aspiration of the people. The document has also been aligned to the county and national&#13;
policy documents key among them the County Integrated Development Plan (CIDP),&#13;
County Annual Development Plan, The national medium term plan (MTP 2018-22) and the&#13;
vision 2030.

Wajir North district is one of the new districts that were curved out of Wajir District in North Eastern Province. It borders Wajir East to the East, Wajir West to the South, Moyale to the West, Republic of Ethiopia to the North and Mandera West District to the North East. It lies between the latitudes 3°20N and 2° I 8N and longitude 39°E and 40°1 SE. It is divided into 3 divisions, 15 locations and 18 sub locations with a total area of 10,958 Km2 • Buna Division is the largest with a total area of 7500Km2 while Bute division which holds the district headquarters is the smallest with a total area of 1078Km2.Wajir North District is a plain, which is prone to flooding during the rainy seasons, often making roads impassable. In the North there are scattered hills along the Ethiopian border. The district is mostly covered with young sedimentary rocks with loamy soils towards the North at the footsteps of the Ethiopian Highlands. The District has neither rivers nor lakes but seasonal swamps.

The County Budget Review and Outlook Paper (C-BROP) captures the fiscal performance of the previous period and outlines the implications on the financial objectives and fiscal responsibility principles set out in the PFM Act 2012.  C-BROP undertakes Public Expenditure Review (PER) that provides an assessment of the extent to which expenditure addresses priorities in an effort to strengthen the link between government policies, planning and budgeting. Public Expenditure Review is prepared to provide a critical assessment of public spending, challenges, weaknesses and successes in the past financial year.   The C-BROP provides the basis for strengthening the fiscal framework through the next fiscal strategy paper (C-FSP) that outlines the medium term policy priorities. It subsequently informs current and future expenditure through policies that influence budget decisions and links public expenditure to performance of key sectors in the economy for the past year. This paper will be the initial guide in setting the sector ceilings for the 2016/2017 year of the MTEF which will then be refined in the 2016 C-FSP.  This paper also gives an outline on sector performance of programmes and reviews expenditures for the period. It provides recommendations to improve implementation of the budget in terms of efficiency, effectiveness, timeliness and targets for better service delivery. The CIDP 2018-2022 is prepared in accordance with Article 220(2) of the&#13;
Constitution and County Government Act Section 108(1). The resource&#13;
allocation to the various sector will be based on the Governors manifesto.&#13;
Vision 2030 and The 15 point Plan transformational agenda 2018-2022 of&#13;
the governor’s manifesto will guide the allocation of resources. Projects with&#13;
high impact to the county citizenry and that change positively the livelihoods&#13;
of the people will receive resource allocation in the medium term.&#13;
Wajir County is located in the North Eastern region of Kenya between&#13;
latitudes 3o&#13;
 N 60‘N and 0o&#13;
 20‘N and Longitudes 39o&#13;
 E and 41o&#13;
 E and covers an&#13;
area of 56,685.9 Km2. It borders Somalia to the East, Ethiopia to the North,&#13;
Mandera County to the Northeast, Isiolo County to the South West, Marsabit&#13;
County to the West and Garissa County to the South. The county experiences&#13;
annual average relative humidity of 61.8 per cent which ranges from 56 per&#13;
cent in February to 68 per cent in June. It receives on average of 240 mm&#13;
precipitation annually or 20 mm each month and the average temperature is&#13;
27.9 °C. The county comprises of eight sub-counties namely Wajir East,&#13;
Tarbaj, Wajir West, Eldas, Wajir North, Buna, Habaswein and Wajir South.&#13;
Projections from the Kenya 2009 Population and Housing census indicate&#13;
that the county has a total population of 661,941 which is projected to&#13;
852,963, 937,997 and 1,000,343 in 2018, 2020 and 2022 respectively.

E and covers an area of 56,685.9&#13;
Km2.&#13;
 It borders Somalia to the East, Ethiopia to the North, Mandera County to the&#13;

County to the South. The county experiences annual average relative humidity of&#13;

namely Wajir East, Tarbaj, Wajir west, Eldas, Wajir South and Wajir North and has&#13;
30 electoral wards. Wajir North and Wajir South constituencies have the largest&#13;
number of wards at 7, and the rest have 4 each.&#13;
Projections from the Kenya 2009 Population and Housing census indicate that the&#13;
county has a total population of 727,965 which is projected to be 852,963 in 2017.&#13;
Males comprise 55 per cent of the population whereas female population account for&#13;
45 per cent. The county has an inter-censual growth rate of 3.22 per cent which is&#13;
higher than the national population growth rate of 3.0 per cent. The average county&#13;
population density stands at 13 persons per square kilometre.
