Machakos County Programme Based Budget 2022/2023
These PBB Estimates are prepared in accordance with section 129(1) of the PFMA, 2012,
which states that the County Executive Member for Finance, shall submit to the County
Executive Committee for its approval:
The budget estimates and other documents supporting the budget of the
government, excluding the County Assembly; and
The draft bills at County level required to implement the County Government
budget, in sufficient time to meet the deadlines prescribed by this section.
Section 129 (2) further states that, following approval by the County Executive Committee,
the County Executive Committee Member for Finance shall submit to the County Assembly
the budget estimates, supporting documents and any other Bills required to implement the
budget, except the Finance Bill, by the 30th April in that year.

Machakos County Integrated Development Plan 2023-2027
Machakos County Integrated Development Plan (CIDP) 2023-2027 is a five-year Plan which sets the strategic priorities of the County Government. It contains Programmes with specific objectives, implementation plan, and monitoring and evaluation framework with a clear reporting framework. The CIDP is the basis for budgeting and planning in the county and will be implemented through a series of Annual Development Plans (ADPs).
The CIDP 2023-2027 is the result of inputs and participation of various stakeholders and the citizens of Machakos County who were extensively consulted in its development process. Reference was made to Governor's manifesto, CIDP I and II, the Constitution of Kenya, the County Government Act 2012, the Kenya Vision 2030 and Sustainable Development Goals (SDGs) among other documents. The Plan aspires to transform the County into model of excellence with high quality life to all its citizens in a clean and secure environment.

Machakos County Public Transport Sexual Harassment and Gender-Based Violence Policy 2022
The Kenyan Constitution inaugurated in 2010 has clear guidelines on fundamental human rights to
protect all Kenyans from any form of discrimination and harassment, as directly stated in Articles 27, 28,
and 29. Additionally, the Sexual Offences Act of 2006, Article 23, states that every person has to be
protected from any form of violence, including SGBV, from public and private sources. This provision
promotes the interrelationship and interconnection between a conducive working environment and all
active participation in the development activities. The MCPTSGBVP remains fundamental for effective
and efficient implementation of the United Nation’s Sustainable Development Goals, specifically
Sustainable Development Goal 11, which advocates for the safety, inclusivity, resiliency, and
sustainability of cities and communities. Goal 5, which advocates for gender equality with a focus on
empowering all women and girls. SGBV affects different groups of people differently. However, it has a
more significant impact on vulnerable groups notably women, girls, people with disabilities (PWD), and
the elderly.

Programme-Based Budget is presented to give budgetary effect to Machakos County Integrated
Development Plan (2018-2022), and the 2019/20 Annual Development Plan
Section 104 of the County Government Act 2012 states that; a County Government shall plan for
the County and no public funds shall be appropriated outside a planning framework developed
by the County Executive Committee and approved by the County Assembly.
These PBB estimates are also guided by a three-year Medium-Term Expenditure Framework
covering the period from 2019/20 to 2021/22. The estimates are further informed by final
authorized budget ceilings communicated by the County Assembly through the County Fiscal
Strategy Paper 2019.

The CIDP is itself a representation of the social and economic development aspirations of the
people of Machakos County, recognizing that these are consistent with the aspirations of all of
the people of Kenya under Vision 2030 and the 2018-2022 National Medium-Term Plan. In line
with the requirements of the Public Finance Management Act (PFMA), 2012.
These PBB estimates are also guided by a three-year Medium-Term Expenditure Framework
covering the period from 2018/19 to 2020/21; the first three years of the CIDP. The estimates are
further informed by final authorized budget ceilings communicated by the County Assembly
through the County Fiscal Strategy Paper (CFSP) process for 2018/19-2020/21.
The presentation of the 2018/19 PBB Estimates represents the culmination of a highly
consultative and participatory process that involved extensive public participation in CIDP and
ADP preparation, CFSP presentation and, eventually, the budget estimates. Contributions,
comments and criticism were welcomed and openly addressed.
