The Fourth Schedule of the Constitution of Kenya confers the role of County planning to the County Governments.
Additionally, the County Government Act of 2012 requires each County Government to prepare a ten-year GISbased
County Spatial Plan (CSP) in respect of the entire County. The CSP is a framework for organizing and
distributing local populations and activities desired to achieve both national and County development objectives.
The CSP also aims to coordinate the implementation of sectoral projects and programs, to reduce the wastage of
scarce resources and the duplication of efforts.
The preparation process was guided by the; Constitution of Kenya, Kenya Vision 2030, and relevant policies and
legislations for spatial development (such as the National Spatial Plan, National Land Use Policy 2018, National
Land Policy 2009, and the CIDP (2018 - 2022). The preparation process was also informed by other various relevant
Acts, including the County Government Act (2012), the Physical and Land Use Planning Act (2019), the Urban
Areas and Cities Act (2019), the Environment Management and Coordination Act, the Water Act, the Land Act, the
National Land Commission Act, the Forest Act, among others.
Stakeholders’ meetings were held in all the wards in recognition of the fact that the ward has become an important
Planning unit as far as the County Government Act of 2012 is concerned. In each ward, the participants were able
to develop the vision for their ward, which were later merged to form the overall County vision.

In today‘s rapidly changing technological world, the application of Information Communication Technology (ICT) in organizations and our communities is the order of the day, and developing organizational-wide information systems and networks requires a policy framework. The Kenya‘s Vision 2030 has placed ICT as one of its key pillars and recognizes the important role ICT plays in the country‘s development agenda. The Leadership of the County Government of Nyeri recognizes that the world is now a knowledge economy. The importance of ICT in innovation for wealth creation amongst our youth and enhancing service delivery to the people in communities has also been embraced in the County‘s Integrated Development Plan (CIDP). This realization has reinforced the need for investment in ICT to contribute to the economic development of the county geared towards realization of the Digital Economy Blueprint for the Country at large.
This ICT policy document is geared towards providing a framework for use of ICT in Governance and the realization of best practices and utilization of resources in the County Government in conformity with the existing government policies, legal and regulatory framework and ensure returns from public investment.
The County Government therefore, affirms its commitment to adopt and operationalize this Policy to ensure professionalism, best practices, accountability, transparency, consistency and ethical use of ICT in service delivery by its staff and in engagement with external stakeholders.

the County Fiscal Strategy Paper (CFSP) is a county government policy document that sets out the broad strategic priorities and policy goals that will guide the county departments and entities in preparing their budgets, both the following financial year and over the medium term. it looks at how the past and present settings can inform the future. In the paper, there is an indication on how adherence to the fiscal financial responsibility principles, prudency and transparency in management of public resources will be achieved in line with the constitution and the PFM act of 2012 are underlined. section 117 of the PFM act 2012 provides that county treasury shall prepare and submit to the county executive committee the CFSP for approval. Subsequently, the approved CFSP is submitted to the county assembly by 28th of February each year. the county assembly shall not later than 14 days the CFSP if submitted table and discuss a report containing its recommendation and pass a resolution to adopt it without amendments. The county executive member for finance shall take into account resolutions passed by the county assembly in finalizing the budget for the FY 2024/2025

Solid waste management remains one of the development challenges globally, nationally, Countywide and at the municipality level. Solid waste is in inevitable due to ordinary human activities such as industrial production, consumption at household level, construction and commercial processes among others. However, managing solid waste has health, environmental, social and economic implications. Consequently, public interventions in solid waste management coupled with engagement with private actors are required in order to achieve optimal results.
In order to comprehensively address solid waste management, a framework setting the policy direction to be pursued by the Municipal board, County Government and other stakeholders is essential. The policy provides for the guiding framework for solid waste management in the municipality. The policy shall guide the municipality solid waste management actors providing effective, efficient and sustainable services while utilizing solid waste as an economic resource

As the world continues to experience varying dynamics
of the climate change crisis, youth exclusion and underrepresentation
in significant decisions on climate change
has emerged as a concern for three main reasons.
Firstly, youth represent a large proportion of the world’s
population. Today, young people aged between 10 and 24
years make up 1.8 billion of the world’s population, which
represents 16 percent of the global population, while in
developing countries they constitute up to 80 per cent of
the population (UNDP, 2022). Secondly, this demographic
will inherit the effects of climate change caused by actions
of past and current generations and, consequently, there
are growing calls for meaningful youth engagement
(African Youth Climate Assembly Declaration, 2023; UNDP,
2022). Meaningful youth participation in climate action is
“making young people a real priority in policies and policy
making, recognizing their efforts and impact to date, and
promoting and enabling their participation in climate
politics. It is also about securing their rightful place in climate
governance structures across all levels, and empowering
and collaborating with them in the implementation of
solutions” (UNDP, 2022:12). This definition acknowledges
that young people are key drivers of climate change
advocacy, innovation, and sustainability (UNDP, 2022),

coming five-year period 2023-2027 in fulfilment of the county government’s obligations and forms the
basis for subsequent budgets. It aims at making Nyeri a wealthy County with healthy and secure people
for shared prosperity.
The CIDP, just like the Kenya Vision 2030, is anchored on economic, social, and political pillars. The
economic pillar aims at ensuring prosperity for all citizenry of Kenya through inclusive and sustainable
development programmes. The social pillar seeks to build a just, cohesive, and equitable society living
in a clean and secure environment. The social pillar is anchored on transformation in education and
training, health, water and sanitation, environment, housing and urbanization, gender, youth, sports,
and culture. The political pillar seeks to promote a democratic political system that is issue-based,
people –centred, result-oriented, and accountable to the public. The plan has also been aligned to
the fourth Medium Term Plan, Bottom-up Economic Model, and international Commitments like the
Sustainable Development Goals (SDGs).

This County Integrated Development Plan has been prepared in accordance with the policies
stipulated in the Kenya Vision 2030, the Medium Term Plans and other national policy
documents. It is also aligned to the Constitution of Kenya, 2010 and legislations governing
the devolved system. The county priorities in development, as stated by the stakeholders,
have also been taken into account.
The plan is organised in eight chapters. Chapter One gives the background information on
the socio-economic and infrastructural aspects that has a bearing on the development of the
county. The chapter provides a description of the county in terms of the location, size,
physiographic and natural conditions, demographic profile as well as the administrative and
political units.
Chapter Two provides the highlights of socio-economic development, challenges, crosscutting
issues and strategies in the county. The chapter also provides an analysis of the
potential strategic policy thrusts which highlight development issues, their causes,
development objectives and strategies mapped to county department functions as given in
