This CFSP is prepared in accordance with provisions of Section 117 of the PFMA 2012. This CFSP is prepared after slowdown of Global and National economy in 2020 due to negative effects of COVID-19. Further, the revised budget calendar is taking into consideration preparations for the oncoming General Elections.&#13;
Over the past few years, Kirinyaga County economy has benefitted from investments in infrastructure developments which is a key supporter of the vibrant agricultural economy in the County. To ensure there is ease of doing business in the county, major investments have been made to improve market conditions by rehabilitating strategic markets to modern standards. Areas in and around the markets have been rehabilitated by construction of new and clean pavements, rapid collection of waste to give a clean habitable business premises. Those strategic markets have also been provided with street lighting to increase business hours. Rehabilitation of roads have also taken center stage with key roads being upgraded, bridges to key agricultural areas rehabilitated and overall mobility improved around the county. Key investments have also been made in other major sectors like health to guarantee an uninterrupted provision of health services across the county.

The main objective of the CFSP is to strengthen past achievements over the last few years as well&#13;
as trying to take into account the various challenges. It also seeks to identify opportunities geared&#13;
towards realization of the county broad strategic mission as well as aligning the county towards&#13;
realization of the broader Kenya Vision 2030. The policy goals, priority programs and fiscal&#13;
framework are aligned to support achievement of the objectives of CIDP, alignment to the overall&#13;
National Agenda, the Vision 2030. In addition, economic growth will be realized by focusing on&#13;
implementation of programs tailored towards job creation and inclusive growth and prosperity in&#13;
the County. This focus includes promoting industrialization activities through supporting value&#13;
addition, improving food and nutrition security by supporting the agricultural sector and achieving&#13;
universal health coverage.

Preparation of CFSP 2018 borrowed heavily from the vision of the Governor H.E Anne Waiguru as&#13;
enshrined in the Sessional Paper dubbed Mountain Cities Blueprint 2032. County Treasury recognises the&#13;
vision as one of the best to be witnessed so far amongst the counties and extends sincere and special&#13;
gratitude to H.E the Governor for this great Vision that She is tirelessly striving to achieve.&#13;
A lot of effort and personal dedication have been spent, beyond office hours to ensure the 2018 County&#13;
Fiscal Strategy Paper (CFSP) is prepared and submitted on time, as scheduled in the PFM Act. These&#13;
efforts have been dedicated to the timely preparation of this CFSP, personal effort without which,&#13;

This Fiscal Strategy Paper is the forth to prepare since the operationalization of the County Governments&#13;
and sets out county policy goals and strategic priorities that will form the basis for budgeting for the&#13;
financial Year 2017/18 and the Medium Term. It has been prepared in accordance with the Public Finance&#13;
Management Act, 2012 and PFM Regulations, December 2015.&#13;
It outlines County priorities and goals based on the County Integrated Development Plan (CIDP) with&#13;
emphasis on investment in: (1) Agriculture, Veterinary, Livestock and Fisheries resources,(2)&#13;
Infrastructure (3) accessibility of water (4) accessible to health care (4) Trade and Cooperatives, and&#13;
Access to Free ,Quality education. These priorities shall form the basis for resource allocation.&#13;
The paper therefore links planning and policies to Budget which is the main objective of the Medium&#13;
Term Expenditure Framework. It also covers the following broad areas in review of the fiscal&#13;
performance of financial year 2016/17; overview of the recent economic developments and economic&#13;
outlook; review of fiscal performance and emerging challenges; broad strategic priorities and policies for&#13;
the Medium Term and the Medium Term Fiscal Framework.
