This County Fiscal Strategy Paper (CFSP) sets out the policy goals and strategic priorities that will form the basis for formulation of County’s 2021/22 Financial Year (FY) budget and the Medium Term. The Paper is prepared in accordance with the Public Finance Management Act, 2012. The County priorities and goals outlined herein are based on the H.E Governor Mohamud Mohamed Ali’s Manifesto and the transformative agenda pursued by the county leadership as well as CIDP( 2018-2022), departmental strategic plans and the National Government’s ‘Big Four Agenda’ as contained in the 2021 Budget Policy Statement (BPS); all anchored on the Vision 2030- Kenya’s development blue print.&#13;
The county government recognizes the importance of planning and the close linkages between policy, planning and budgeting. In this regard, the county Treasury prepared the 2nd generation County Integrated Development Plan (CIDP) covering the period 2018-2022 which captures the county’s shared vision and aspirations for the period and beyond as the executive strives to steer the county towards economic prosperity.

The executive services comprises of the office of the governor and deputy governor and county executive committee. The executive authority of the county is vested in and exercised by the county executive.&#13;
Major achievements for the period include; Construction and completion of the Governor’s Office which is now complete, purchase of more office furniture improving working environment for the staff and the clients seeking services from this office and purchase of 3 hard top land cruisers for efficient delivery of services by the directorates in the office of the Governor.&#13;
Further improvement of ICT services, initiating Performance Contracting System for the County staff with major objective of ensuring achievement of the vision of the County was developed. Employment of more personnel in Human Resources and Communication units to enhance service delivery of the directorates and successful implementation of the Moyale peace restoration programme in collaboration with other stakeholders such as National Government and United Nations team and Provision of emergency relief food to various parts of the County affected by the prolonged drought. Economic advisory and successful bench-marking visits to various countries which has attracted investors and donors from energy and livestock sector.

The CIDP has eight chapters, as outlined below. Chapter one gives the background information on the physical, socio-economic and infrastructure information that has a bearing on the development of the county government of Marsabit. Though these Programmes are County specific they have linkages with the Kenya Vision 2030, third Medium Term Plan (MTP) 2018-2022, the Constitution of Kenya, 2010 and other planning and policy documents. They are also linked to Sustainable Development Goals (SDGs), the National Governments ‘big four’ (food security, affordable housing, manufacturing, and affordable healthcare), long-term development agenda of the county, among counties, and within sectors in the county is illustrated. <description>Marsabit District Development Plan 2002-2008
The 7th Marsabit District Development Plan (DDP) for the period 2002-2008 was prepared by the District Departmental Heads of various Ministries under the coordination of the District Commissioner (DC) assisted by the District Development Officer (DDO) and members of the District Planning Team. The Plan is a product of broad-based consultations among various stakeholders undertaken in each of the sixty-nine districts in the country. It has been prepared in the backdrop of the theme of the 9th National Development Plan, which is "Effective Management for Sustainable Economic Growth and Poverty Reduction ". The Marsabit DDP articulates medium term policies and objectives, which are further translated into short-term strategies and programmes to be implemented under the Medium Term Expenditure Framework (MTEF). The latter is part of the budgetary reforms undertaken to strengthen the linkage between policy, planning and budgeting. The Rural Planning Department of the Ministry of Finance and Planning provided the overall guidance through seminars and training workshops and was responsible for the formulation of guidelines, editing and publication of the Plan.
