<description>West Pokot County Annual Development Plan 2021/2022
This Annual Development Plan presents the County Government priorities, proposals and development programmes for financial year 2021/2022. The FY 2021/22 – 2023/24 MTEF budget will be anchored on the county government’s economic and transformation agenda as enshrined in the Governor’s Manifesto, the County Integrated Development Plan (2018-2022), and the third Medium Term Plan of Kenya Vision 2030. The manifesto is premised on the 3E’s pillar framework of Education, Equity and Economy for sustainable, inclusive development and shared prosperity.&#13;
The Financial Year 2021/22 will see a change of priorities with the 3E’s getting more attention. Agriculture and livestock sub- sectors will also remain to be a major priority area for the county as it is a mainstay of the county economy. Health sector still has a lot of challenges and more resources will be channeled to restructure the healthcare delivery system and also shift the emphasis to “preventive care in order to lower to reduce disease burden and mortality rates’’.&#13;
The plan takes into account the strategic priorities for the medium term that reflects the county government's priorities and plans and the ever changing financial and economic environment. The desired outcome of this plan is alleviation of the high poverty levels and to stimulate job creation and wealth for the county residents.

The 2020 Budget Review and Outlook Paper (BROP) has been prepared in accordance with&#13;
the Public Finance Management (PFM) Act, 2012 and its Regulations. The document&#13;
provides the fiscal outturn for the FY 2019/20, the macro-economic projections and sets the&#13;
sector ceilings for the FY 2021/22 and the Medium Term Budget. The document also&#13;
provides an overview of how the actual performance of the FY 2019/20 affected our&#13;
compliance with the fiscal responsibility principles and the financial objectives spelt out in&#13;
the PFM Act as well as information showing adjustments made in the projections outlined in&#13;
the 2020 County Fiscal Strategy Paper. We are operating under tight resource constraints&#13;
amidst significant revenue shortfalls occasioned by declining economic activity as a result of&#13;
the adverse effects of the Covid-19 Pandemic. This calls for proper prioritization to ensure&#13;
that our expenditures go to the most impactful programmes with highest welfare benefits to&#13;
county residents. Thus, all Sector Working Groups (SWGs) are expected to ensure that their&#13;
budgets are aligned to the overall County Government priorities while taking into account the&#13;
available resources.

<description>West Pokot County Poverty Graduation Policy 2020
The objective of this policy is to provide a framework for addressing developmental gaps to ensure that all&#13;
the residents of the County live a dignified life by harnessing their resources, opportunities and capabilities&#13;
for their socio-economic development and well-being. The policy is based on the principles of Leadership&#13;
and Integrity; Good governance; Equity, Fairness and Social Justice; Common standards;&#13;
Public/Stakeholder participation; Adequacy, affordability, and sustainability; Flexibility and responsiveness&#13;
to changing contexts. It identifies several gaps which are addressed through four broad measures namely&#13;
Cooperation, collaboration and integration; Sustainable social, economic and cultural development;&#13;
Sustainable utilization of asset resources (factors of production) and resilient community. Implementation of&#13;
this policy will be through streamlining and coordination of all stakeholders and programmes. Poverty&#13;
graduation programmes will adopt a multi sectoral approach under the leadership of the Department of&#13;
Finance and Economic Planning in close collaboration with the National Government and development&#13;
partners. The County Government will partner with the national government, private sector and other&#13;
development partners to mobilize resources that will facilitate the implementation of poverty graduation&#13;
programmes across the County. Monitoring and evaluation of the programmes will be done using existing&#13;
County Government structures and systems managed through an integrated management information&#13;
system. This policy may be reviewed after every four years. However, programmes will be reviewed&#13;
regularly under the leadership of the County Poverty Graduation Steering Committee.
