The County Fiscal Strategy Paper (CFSP 2021) is prepared pursuant to Section PFM Act 2012 and the PFM (County Government) Regulations 2015. CFSP 2021 has been prepared against a background of a contracting global economy occasioned by the outbreak and the rapid spread of the COVID-19 Pandemic. The Kenyan economy suffered major shocks from the adverse effect of COVID-19 Pandemic in the year 2020. The containment measures to reduce the spreads of COVID-19 disease as well as the significant interruption of the global supply chain led to loss of livelihoods and collapse of business activities. Owing to this phenomenon, the national economy shrank significantly by 5.7 percent in the second quarter of 2020 compared to 4.9 percent growth in the first Quarter of 2020.

The&#13;
County fiscal strategy paper is prepared in accordance with Section&#13;
117 of the Public Financial Management Act, 2012. The law states that:&#13;
(1) The County, Treasury shall prepare and submit to the County Executive&#13;
Committee the County Fiscal Strategy Paper for approval and the Count y&#13;
Treasury shall submit the approved Fiscal Strategy Paper to the county&#13;
assembly, by the 28 th February of each year.&#13;
(2) The County Treasury shall align its County Fiscal Strategy Paper with the&#13;
national objectives in the Budget Policy Statement.&#13;
(3) In&#13;
preparing the County Fiscal Strategy Paper. The County Treasury shall&#13;
specify the broad strategic priorities and policy goals that will guide the&#13;
county government in preparing its budget for the coming financial year&#13;
and over the medium term.&#13;
(4) The Co&#13;
unty Treasury shall include in its County Fiscal Strategy Paper the&#13;
financial outlook with respect to county government revenues,&#13;
expenditures and borrowing for the coming financial year and over the&#13;
medium term.&#13;
(5) In preparing the County Fiscal Strateg&#13;
y Paper, the County Treasury shall&#13;

The CFSP 2016 is the third to be prepared since the integration of the County Government after the March general elections. This Medium term plan (2013 – 2017) as outlined in the CIDP is characterized by the transition to the County Government and laying of the foundation for effective functioning of the County governments to discharge their mandates as per the constitution of Kenya 2010. The focus going forward will therefore be guided on the need to consolidate gain being made in the implementation of the 3rd budget under County Government (FY 2015/2016). Further this fiscal Strategy paper has relied on the focus of the draft national Budget Policy statement released by the National Treasury late January. The strategies guiding the Nakuru County Government Budget MTEF period 2016/2017 – 2018/2019 will remained as earlier outlined in the CFSP 2015.

The 2014/15 budget is sector based which majorly borrows from the National Government classification of functions. The County Treasury Circular 1 and 3 outlined the guidelines observed in the preparation of this budget under the MTEF (Medium Term Expenditure Framework)&#13;
The 2014/15 budget has been prepared in compliance constitution and PFM Act 2012. The content has been informed by the 2014 County Fiscal Strategy Paper (CFSP) and County Integrated Development Plan (CIDP) as approved by the County Assembly. In addition to the above the fiscal year 2014/15 budget has been prepared by incorporating the input as proposed by citizens during the citizen foras held between 2nd - 7th February 2014 at ward levels. In addition to firm up citizen proposal during sector draft budget hearings held between 22nd -24th April 2014.The principles of public finances laid down in Article 201 of the constitution where openness and accountability including participation in financial matter has been adhered to
