The 2021 County Budget Review and Outlook Paper (CBROP) has been prepared against a background of ongoing national and worldwide recovery effort following significant economic decline in 2020 occasioned by adverse effects of the COVID-19 pandemic and resultant containment measures to control the spread. The anticipated economic recovery, though amidst uncertainties relating to new COVID-19 mutations, is further enhanced by the rollout and increased coverage of vaccination programme, overarching fiscal support, and implementation of different policy response measures in the Country.&#13;
Pursuant to the Public Finance Management (PFM) Act 2012, and the PFM Regulations 2015, the CBROP presents recent economic developments and actual fiscal performance of the Financial Year 2020/2021 and makes comparison to budget appropriations for the same year. The CBROP further examines the current economic developments affecting the County and Country and the financial and non-financial forecast to show changes from projections espoused in County Fiscal Strategy Paper of 2021.

The Nakuru County Budget Review and Outlook Paper (CBROP 2017) is the fourth to be prepared under the devolved governance structure. CBROP 2017 was prepared pursuant to Section 118 of the Public Financial Management Act, 2012 and in accordance with the County budget calendar for the MTEF 2018/2019-2020/2021. This review document focused on the fiscal year ending June 2017 compared with the year on year growth for similar period in previous years.&#13;
The National outlook revealed a stable macroeconomic variability with a 5.8 percent growth in the GDP supported by increased outputs in most sectors, low inflation, tighter monetary policies, recovery of the tourism sector and stability of prices of crude oil and associated petroleum products. Locally the County fiscal analysis for FY 2016/2017 revealed a subdued performance in both revenues and expenditure compared to similar period in FY 2015/2016. The slowdown is mainly attributed to the build-up activities to the General elections held in August 2017.

This County Budget Review and Outlook Paper (CBROP) 2016 prepared in accordance with section 118 of the Public Financial Management Act, 2012. The PFM law envisages production of a CBROP by the end of September each year. This review document covered the fiscal year ending June 2016 has focused on the progress made compared to similar review period in FY 2014/2016. During the period under review the County Government continued with deepening of the programme based approach adopted in the previous. The outcome of the budget review revealed a stable macroeconomic environment at the National level and the County level. The total County receipts amounted to Ksh 11.787 billion against a revised target of Ksh 13.684 Billion. The County Government received full transfers from the targeted National transfers. The total exchequer receipts amounted to Ksh 8.8 billion against a similar target. This represented a Local revenues improved by approximately 10 percent from Ksh 2.1 billion in FY 2014/2015 to Ksh 2.3 billion in FY 2015/2016. This outcome was a 79 percent performance in comparison with a target of Ksh 2.9 billion.

The updated macroeconomic outlook also provides useful guide on the basis for revise the 2015/16 budget in the context of the Supplementary Estimates, as well as setting out the broad fiscal parameters for the next budget and medium term.&#13;
The significance of C-BROP is that it ensures the County Government reviews its previous year’s budget performance, the county and national economic-financial environment and how it’s likely to impact on the level of future revenues and to set preliminary sector ceilings in the light of this review of revenues.

This is the first county budget outlook paper (CBROP 2013) since March 4th general election a first of its kind under the new constitution that heralded the new governance structures of devolved governments. The Constitution and Public Financial Management Law enacted in 2010 and 2012 respectively ushered in a paradigm shift in budget making. Apart from introducing reforms in our public financial management system, the law entrenched the Medium-Term Expenditure Framework budgeting.&#13;
The County Budget Outlook Review Paper sets out the background and broad fiscal parameters for the 2015/16 budget and the medium-term, consistent with County Government strategies and policies. The CBROP 2014 is prepared taking into account resources required for the implementation of a devolved government, which, among other things, provides for fiscal decentralization of resources to the county entities and reforms to several institutions. The ensuing MTEF resource allocation therefore will be critical the target envisaged in the medium term by the under fiscal responsibility principle in the PFM Act 2012
