Advertising is a multi-million shilling industry and now forms part of everyday culture, often adding colour to our streets. It is a good indicator of business health, can be a valuable source of information and is viewed by many as a form of entertainment in itself. Outdoor advertising is a key element of the industry and contributes to the creation of a vibrant and competitive economy. &#13;
All advertisements affect the appearance of the building or place where they are displayed. Given the potential impact of outdoor advertising on amenity, both positive and negative, there is a need to balance the requirements of the industry with the protection and, where possible, enhancement of the character and appearance of our city and its environs. There is a corresponding need to ensure that advertisements will not prejudice public safety. &#13;
The County on its part wishes to ensure that care is taken with the display of outdoor advertisements so that they do not prejudice amenity or public safety, having regard to the specific circumstances of each proposal. Overall, the County intends to encourage the provision of well-designed advertising which respects the building or location where it is displayed and which contribute to a quality environment. There is a particular need to protect the unique qualities and amenity of the countryside and important townscape features, such as listed buildings and their settings, conservation areas and areas of townscape character, among others.

The Nairobi City County appreciates existence of Corruption within the&#13;
Institution. However, the county is committed to highest possible standards of&#13;
openness, probity and accountability. This is reflected in the County’s&#13;
government values which include working with integrity, openness and honesty&#13;
on the principles of conduct, based on trust, respect, fairness, sincerity and&#13;
equality.&#13;
The County Government recognizes that the citizens of Nairobi need to have&#13;
confidence in those that are responsible for the delivery of services. Fraudulent or&#13;
corrupt acts of the staff will impact on public confidence in the County&#13;
government which would damage both its reputation and image.&#13;
The responsibility of the management, the members of the County Assembly and&#13;
all stakeholders. The Nairobi City County as an integral component of the Republic of Kenya is&#13;
fully committed to the values and policies of National Development. The County&#13;
government endeavors to partake of the implementation of the national&#13;
development strategies that will only be achieved in a corrupt free state to which&#13;
this policy is addressed. The County government aims at getting rid of corrupt&#13;
staff as most other government and public institutions make positive efforts to&#13;
mitigate corruption.

The world is rapidly urbanizing and it is estimated that by 2030, 60%of the world’s population will be living in urban areas. In developing countries, urbanization has had the negative consequence of inequitable economic growth, food insecurity and increased urban poverty. Kenya like many other African countries continues to experience increased rural-urban migration as people seek better livelihood sources in urban areas. According to Kenya Vision 2030, it is estimated that by the year 2030, 63% Kenyan population will be domiciled in urban areas. This migration will continue to present challenges in infrastructure development, services provision and food requirements to meet the needs of increasing urban population. The effect of urbanization has led to conversion of land hitherto used for farming to other land uses. &#13;
The overall objective of Urban and Peri-urban Agriculture, Livestock and Fisheries (UPALF) Policy is to promote and regulate sustainable UPALF sector development to improve incomes, food security, create employment and reduce poverty to enhance living standards; with focus on land use, public health and environment. This will require addressing the following areas:  Coordination and reviewing of policy and legislation affecting UPALF with the aim of developing concerted sector improvement; Integration of UPALF agenda in the planning and development of Nairobi City County. Strengthen Nairobi county government legislation to support UPALF development. Formulating, developing and promoting appropriate technologies for sustainable UPALF development ;and Promoting conservation of the environment by management of waste and other pollutants from the UPALF sector.
