<description>Bomet  County Integrated Development Plan 2018-2020
The Constitution of Kenya 2010 created a two-tier level of government, national and county. The&#13;
county governments are required to prepare five-year County Integrated Development Plans&#13;
(CIDPs). The second Bomet CIDP 2018-2022 was prepared in accordance with Article 220 of the&#13;
Constitution of Kenya, 2010, Part XI of County Government Act, 2012, Section 126 (1) of Public&#13;
Finance Management (PFM) Act, 2012, and other legislations.&#13;
The Bomet CIDP 2018-2022 was prepared to guide planning and budgeting at county level. The&#13;
CIDP provides an integrated development planning framework to enhance linkage between policy,&#13;
planning and budgeting. The CIDP is expected to contribute to the realization of aspirations of&#13;
Kenya Vision 2030 and its Medium Term Plans and Sustainable Development Goals (SDGs) at&#13;
the county level.&#13;
The second CIDP will build on the achievements of the first CIDP which was implemented in the&#13;
period 2013 to 2017. This CIDP articulates my government’s priorities and outlines the policies,&#13;
programmes and projects which the county government intends to implement during the five years&#13;
from 2018 to 2022 in order to improve education, health care provision, food security, road&#13;
network and the living standard of the residents of Bomet County as well as job creation,&#13;
especially for the youth. The CIDP was prepared through an inclusive and wide consultative&#13;
process in conformity with the Constitution of Kenya and other guiding legislations. The&#13;
programmes and projects contained in the CIDP and priorities were set out in consultation with all&#13;
stakeholders to address the development challenges faced by the community.

The promulgation of the Constitution of Kenya in 2010 ushered in a structure of government&#13;
with a two-tier system: one at national and the other at county level. The role and functions&#13;
of county government is stipulated in the Fourth Schedule of the Constitution of Kenya 2010&#13;
and Section 5 of The County Government Act (2012).&#13;
The Constitution of Kenya 2010 requires an integrated development planning framework&#13;
to enhance linkage between policy, planning and budgeting. Bomet County Integrated&#13;
Development Plan (CIDP) for the period 2013-2017 was prepared in accordance with the&#13;
County Government Act 2012 and other legislations which stipulate that all county governments&#13;
shall develop documents to drive their development agenda forward in collaboration with the&#13;
national government. It forms the basis on which county budget allocations will be disbursed&#13;
and accounted for and it is expected to contribute to the realization of aspirations of Kenya&#13;
Vision 2030, its Medium Term Plans and Millennium Development Goals at the county level.&#13;
The preparation of this CIDP required a significant level of reflection and consultation&#13;
based on the development challenges, focus and priorities of the county. The Plan sets out an&#13;
ambitious vision for Bomet County that represents the needs of the county residents and its&#13;
entities as well as those of the wider stakeholder community. In order to achieve this vision,&#13;
a significant level of change and flexibility is needed by County Government of Bomet to&#13;
proactively respond to changing priorities. This will, therefore, be challenging though it will&#13;
offer opportunities to embrace tried and successful approaches.&#13;
This CIDP is the first strategy developed and approved by the County Government of&#13;
Bomet, (executive and legislative arms) and represents a significant milestone in the context&#13;
of the 50-year history of Kenya. It articulates our priorities and sets out a series of programs&#13;
and projects that are believed will help transform Bomet County into ‘the county of choice’&#13;
in Kenya.
