The theme of the Plan emphasizes progress towards attainment of "A Globally Competitive and Prosperous Kenya" and an underlying awareness of the rapid changes taking place in the global environment. The DDP articulates medium term policies and objectives which are further translated into short term strategies, programmes and projects to be implemented under the Medium-Term Expenditure Framework (MTEF).
