The process involved consultation with the stakeholders drawn from various sectors within the Municipality. these included players in the transport sector, property owners, traders, resident associations and professional bodies. The document further makes reference to the Kakamega Investment Development Plan (IDeP), the Kakamega Town Integrated Urban Development Plan (ISUDP) 2017 – 2037, the County Urban among other documents. The consultation process involved development and realization of four number citizen fora calendar for the financial year 2019/2020. The fora were conducted through consultations during various stakeholder workshops in line with the Urban Areas and Cities Act and the Kakamega Municipal Charter. It is a three year rolling plan, that includes estimated costs and responsibilities for implementation of agreed investments, as well as a financing plan. The CIP will assist the Municipality and the County Government of Kakamega in their budget preparation process. In addition, it serves as a key tool for resource mobilisation from national government, line ministries and agencies, as well as development partners. When used in conjunction with the ISUDP, the CIP provides justification and impact of the proposed capital projects and initiatives.
