<description>Busia County Integrated Development Plan 2018-2022
The County Government Act, 2012, Section 104 and 108, obligates counties to develop a County&#13;
Integrated Development Plan (CIDP) setting up planning units at all county administrative levels. It&#13;
further sought to promote public participation and engagement by non0state actors in the planning&#13;
processes.&#13;
In fulfilment of the aforementioned requirements, the County Government of Busia has developed the&#13;
second generation CIDP (2018-2022) that is instrumental in linking policy, planning and budgeting&#13;
process as required. The County Integrated Development Plan (CIDP) outlines the process through&#13;
which efforts at national and devolved levels of government and other relevant public institutions are&#13;
coordinated at the local level to bring economic, social, environmental, legal and spatial aspects of&#13;
development together to meet the needs and targets set for the benefit of local communities.&#13;
Key county development priorities, strategies and programmes and projects were identified by&#13;
stakeholders in the county. The process was carried out in a participatory manner which entailed&#13;
extensive stakeholder consultation and involvement. These projects and programmes will be implemented during 2018-2022 period.

<description>Busia County Integrated Development Plan  2013-2017
The recent National Launch of the Medium Term Plan II (MTP2) 2013-2017 by His Excellency the President of the&#13;
Republic of Kenya provides an appropriate policy framework for integration of all development initiatives at national&#13;
and county levels of governance. The C.I.D.P will be instrumental for the actualization of the desired aspirations&#13;
contained in the key national development blueprint Vision 2030 and our affirmations to international ideals espoused&#13;
in the Millennium Development Goals (MDGs) at the local level. This shall be done through the multifaceted&#13;
interventions in partnership with our supportive development partners and enhanced roles of the private sector&#13;
through the Public Private Partnerships (PPPs). It is our conviction and belief this integrated planning and&#13;
coordination shall ultimately lead to the realization of the high quality of life as envisioned for all Busia residents,&#13;
including those in the Diaspora.&#13;
The rationale for preparing the Busia County Integrated Development Plan (CIDP) is based on the participatory&#13;
approach. A number of consultative meetings were held at all levels in the County including: wards, sub-counties,&#13;
county and at the national level with professionals in the Diaspora. Overall, there is need to improve the livelihoods&#13;
of the people of Busia County and help them realize their socio- economic and environmental potentials by mobilizing&#13;
and equitably distributing resources and providing supportive and enabling policy and legal environments for the&#13;
Sustainable development and a green economy.&#13;
For us to be in sync with the Results Based Management (RBM) development approach, the driving force for the&#13;
public service delivery, the County Government of Busia shall sign and uphold Performance Contracts across its&#13;
composition and functional areas; geared towards realization of C.I.D.P Strategic Policy Thrusts. The main focus will&#13;
now be to activate periodic reviews of C.I.D.P implementation. This will also include mid-term evaluation for&#13;
necessary development reorientations. After requisite publication of the plans, the government will hasten the&#13;
dissemination to lower levels including the wards. This will be an opportune time to reinforce identity and ownership&#13;
of the plans as well as apportion responsibilities towards their implementation.
