<description>Nyando District Development Plan 2002-2008
The Nyando District Development Plan (DDP) for the Plan period 2002-2008 was prepared by the District Departmental Heads of various Ministries under the coordination of the District Commissioner assisted by the District Development Officer and members of the District Planning Team. The Plan is a product of broad-based consultations among various stakeholders undertaken in the district. It has been prepared in the backdrop of the theme of the 9th National Development Plan, which is "Effective Management for Sustainable Economic Growth and Poverty Reduction". The DDP articulates medium term policies and objectives, which are further translated into short-term strategies and programmes to be implemented under the Medium-Term Expenditure Framework (MTEF). The latter is part of the budgetary reforms undertaken to strengthen the linkage between policy, planning and budgeting. <description>Kisumu East District Development Plan 2002-2008
The 8th District Development Plan (DDP) for the period 2008-2012 was prepared by the District Planning and Monitoring Unit in close collaboration with members of the various Sector Working Groups (SWGs). Considerable effort was made by members of the District Sector Working Groups (DSWGs) who produced sectors draft plans that formed the basis for this final document. The office of the District Commissioner and the District Development Committees provided overall oversight and the subsequent approval of the Plan. The DDP is a product of broad-based and participatory consultations among a cross-section of stakeholders undertaken in each of the 148 districts as at October 2008. Other development actors in the district were involved in detailed discussions and preparations of the material content that formed integral parts of the final DDPs. In each of the district’s consultations were conducted at the constituency as well as at the district levels. The plans have been prepared in the backdrop of the Kenya Vision 2030, the First Medium Term Plan 2008-2012 and in line with the Millennium Development Goals. The theme of the Plan emphasizes progress towards attainment of "A Globally Competitive and Prosperous Kenya" and an underlying awareness of the rapid changes taking place in the global environment. The DDP articulates medium term policies and objectives which are further translated into short term strategies, programmes and projects to be implemented under the Medium-Term Expenditure Framework (MTEF). This District Development Plan was prepared by the District Departmental Heads of various ministries under the co-ordination of the District Commissioner assisted by the members of the District Planning Unit. The plan drafts were discussed by members of the District Executive Committee and approved by the District Development Committee. Rural Planning Department of the Office of the Vice President and Ministry of Planning and National Development provided overall guidance through seminars, formulation of the guidelines and was also responsible for editing and publication of the plan. The Plan is divided into five chapters. Chapter One: Provides background information on the district's natural and human resource base and potential.
