<description>Homa Bay County Climate Change Policy 2021
This&#13;
Policy's focus is on the linkages between sustainable development and climate&#13;
change. Climate change adversely impacts critical sectors that are important to the&#13;
County economy and society: Environment, Water and Forestry; Agriculture,&#13;
Livestock and Fisheries; Trade; Energy; Phy sical Infrastructure; Tourism; and&#13;
Health. This Policy, therefore, elaborates intervention measures that can help to&#13;
achieve the goal of low carbon, climate resilient and therefore sustainable&#13;
development. The Policy focuses on the three key climate change outcomes:&#13;
Adaptation, mitigation and a framework for implementation of the climate change&#13;
actions. This Policy is developed to facilitate a coordinated, coherent and effective response&#13;
by the County Government to local and National climate change actions. This policy&#13;
is intended to ensure the mainstreaming of climate change mitigation and&#13;
adaptation into development planning, budgeting and implementation in all&#13;
sectors and levels of the county government in order to enhance the resilience of&#13;
communities and natural systems, and thus ensure sustainable development.

<description>Homabay County Fiscal Strategy Paper 2021
The preparation of this Homa Bay County Fiscal Strategy Paper is a requirement&#13;
under section 117 of PFM Act of 2012. It sets out the county priority programmes to&#13;
be implemented during the financial year 2021/2022 and over the MTEF period. The&#13;
document is aligned to key National and County policy documents which include and&#13;
not limited to; the Kenya Vision 2030, MTP III 2018-2022, Homa Bay County&#13;
Integrated Development Plan (CIDP 2018-2022) and Homa Bay County Annual&#13;
Development Plan (CADP 2021/2022).&#13;
Despite the marginal gains in infrastructure, agricultural production and ICT sectors&#13;
of the economy, the county economy largely suffered a beating as a result of macroeconomic effects of Covid-19. To build back better, the main focus of the CFSP 2021&#13;
will thus be on accelerating post-covid socio-economic recovery in the County. In that&#13;
respect, it is imperative that the County’s Covid-19 response strategy is implemented&#13;
so that a more inclusive growth, economic stability and support are provided to the&#13;
private sector. This will include providing financing, training, and equipment among&#13;
other offerings to micro and small enterprises in the county.

The County Annual Development Plan (2022/23) implements the final year of the County&#13;
Integrated Development Plan 2018-2022 (CIDP). It presents the strategic priorities that reflect&#13;
the county government’s priorities and plans; county programmes and projects to be delivered;&#13;
measurable indicators of performance where feasible; and the budget allocated to the&#13;
programme and projects. It also forms the basis for the development of County Budget Review&#13;
and Outlook Paper (CBROP), County Fiscal Strategy Paper (CFSP) and the Budget estimates.&#13;
The preparation of the County Annual Development Plan (2022/23) was led by the County&#13;
Executive Committee Member in charge of Finance, Economic Planning and Service&#13;
Delivery. It was done following the guidelines issued by the Ministry of Devolution and&#13;
Planning and in close collaboration with various stakeholders including government&#13;
departments (bringing together the ideas of the public, civil society, opinion leaders, technical&#13;
officers and other development partners). The Plan was prepared using guidelines issued by&#13;
the Ministry of Devolution and Planning.

The Public Finance Management Act, 2012, forms the basis of preparation for this&#13;
County Annual Development Plan (CADP) 2020/21 (PFM Act, Section 126). The&#13;
County Annual Development Plan is a one-year plan that provides the basis for&#13;
implementing the County Integrated Development Plan (CIDP) and guiding resource&#13;
allocation to priority projects and programmes. It presents the strategic priorities for&#13;
the medium term that reflect the county government’s priorities and plans; county&#13;
programmes and projects to be delivered; measurable indicators of performance where&#13;
feasible; and the budget proposals for the programme and projects. The preparation of&#13;
this Homa Bay County Annual Development Plan (2020/21) was led by the County&#13;
Executive Member in charge of Finance, Economic Planning and Service Delivery. It&#13;
was done in close collaboration with various stakeholders and government sectors.&#13;
As part of the County Government initiative to aid and accelerate socio-economic&#13;
recovery from the impact of covid-19, attention has been focused on the seven&#13;
medium-term goals for aiding socio-economic recovery: protecting workers in their&#13;
workplaces; supporting enterprises, livelihoods and incomes to ensure that all sectors&#13;
recover sustainably; revamping the infrastructure for health and housing; strengthening&#13;
food and nutrition security and encouraging social reengineering and integrated spatial&#13;
planning.

<description>Homabay County Integrated Development Plan 2018-2022
Homa Bay County Integrated Development Plan (CIDP) 2018-2022, being the second CIDP for the County, has been prepared by a secretariat consisting of County Executive Committee members and technical officers drawn from various sub-sectors led by the County Economic Advisor. The team was guided by the County Integrated Development Planning Guidelines provided by the Ministry of Devolution and Planning. The guidelines contained clear and explicit formats and frameworks for collection, collation, validation and organization of information provided in this CIDP. In preparing this document, the secretariat made reference to the Homa Bay County’s Governor’s Manifesto, the first Homa Bay County Integrated Development Plan (CIDP 2013-2017), Homa Bay County Development Profile 2013, Strategic Urban Development Plan for Homa Bay Municipality 2008-2030, Lake Region Economic Block Blueprint, report of the MTEF Budget Making Consultations 2018-2022, report of the Third MTP Consultations 2018-2022, report of the County Budget Consultations 2013-2017, the resultant approved budgets, reports of the Sectorial Meetings and reports from the Public feedback through Public Participation for the CIDP. All these documents were prepared with invaluable inputs from various development stakeholders in the county. The secretariat also borrowed from the results of the Kenya's 2009 Population and Housing Census and from relevant publications and other sources. Cognizance was made of the fact that the CIDP would form the basis on which the County Government of Homa Bay would institute appropriate measures and develop budgets for the development of Homa Bay County.

This Annual Development Plan (ADP) is derived from the draft CIDP 2018-2022&#13;
and incorporates recommendations from MTEF consultations as well as&#13;
contents of the County Strategic Investment Plan 2014 – 2020. Its development&#13;
began with a review of the implementation of the ADP 2016/17 as well as other&#13;
previous county programmes and projects. It will guide development resource&#13;
allocation per sector as well as the monitoring and evaluation of programmes&#13;
slated for the medium term that reflect the county government's priorities and&#13;
plans.&#13;
By providing the review of the previous year’s performance, this plan singles&#13;
out gains to be consolidated and bottlenecks to be overcome during&#13;
implementation of subsequent plans. Going forward, this plan has outlined&#13;
measures for responding to changes in the financial and economic environment&#13;
as well as programmes to be delivered with details for each programme&#13;
including the development needs to be addressed coupled with the strategies to&#13;
be used to which the programmes will contribute; the services or goods to be&#13;
provided; the performance indicators; and the proposed development&#13;
allocation to each programme.

This County Fiscal Strategy Paper is the third in the country’s plan period 2018-2022. The paper provides an assessment of the economic and financial outlook of the county and foreseeable threats to that outlook. The paper therefore proposes expenditures ceilings for all county entities and explains prospect for deviation from provisions in the fiscal framework. The paper ultimately provides the fiscal framework and explain prospect of complying with the fiscal responsibility principles. Equally, the paper provides an analysis and explanation of policies for revenue mobilization, expenditure prioritization and deficit financing. The CFSP 2020 builds on the gains realized in key sectors from the early stages of devolution but is positioned to support full achievement of objectives of the CIDP II, the Medium-Term Plan III and ultimately Kenya Vision 2030. The focus is on augmenting economic transformation by strengthening the frameworks for performance management and service delivery.

The 8th District Development Plan (DDP) for the period 2008-2012 was prepared by the District Planning and Monitoring Unit in close collaboration with members· of the various Sector Working Groups (SWGs). Considerable effort was made by members of the District Sector Working Groups (DSWGs) who produced sectors draft plans that formed the basis for this final document. The office of the District Commissioner and the District Development Committees provided overall oversight and the subsequent approval of the Plan. The DDP is a product of broad-based and participatory consultations among a cross-section of stakeholders undertaken in each of the 148 districts as at October 2008. Other development actors in the district were involved in detailed discussions and preparations of the material content that formed integral parts of the final DDPs. In each of the district’s consultations were conducted at the constituency as well as at the district levels. The plans have been prepared in the backdrop of the Kenya Vision 2030, the First Medium Term Plan 2008-2012 and in line with the Millennium Development Goals. The theme of the Plan emphasizes progress towards attainment of "A Globally Competitive and prosperous Kenya" and an underlying---awareness of the rapid changes taking place in the global environment.
