It presents the strategic priorities that reflect the county government’s priorities and plans; county programmes and projects to be delivered; measurable indicators of performance where feasible; and the budget allocated to the programme and projects. It also forms the basis for the development of County Budget Review and Outlook Paper (CBROP), County Fiscal Strategy Paper (CFSP) and the Budget estimates. The preparation of the County Annual Development Plan (2022/23) was led by the County Executive Committee Member in charge of Finance, Economic Planning and Service Delivery. It was done following the guidelines issued by the Ministry of Devolution and Planning and in close collaboration with various stakeholders including government departments (bringing together the ideas of the public, civil society, opinion leaders, technical officers and other development partners). The County Annual Development Plan is a one-year plan that provides the basis for implementing the County Integrated Development Plan (CIDP) and guiding resource allocation to priority projects and programmes. It presents the strategic priorities for the medium term that reflect the county government’s priorities and plans; county programmes and projects to be delivered; measurable indicators of performance where feasible; and the budget proposals for the programme and projects. The preparation of this Homa Bay County Annual Development Plan (2020/21) was led by the County Executive Member in charge of Finance, Economic Planning and Service Delivery. It was done in close collaboration with various stakeholders and government sectors. As part of the County Government initiative to aid and accelerate socio-economic recovery from the impact of covid-19, attention has been focused on the seven medium-term goals for aiding socio-economic recovery: protecting workers in their workplaces; supporting enterprises, livelihoods and incomes to ensure that all sectors recover sustainably; revamping the infrastructure for health and housing; strengthening food and nutrition security and encouraging social reengineering and integrated spatial planning. Its development began with a review of the implementation of the ADP 2016/17 as well as other previous county programmes and projects. It will guide development resource allocation per sector as well as the monitoring and evaluation of programmes slated for the medium term that reflect the county government's priorities and plans. By providing the review of the previous year’s performance, this plan singles out gains to be consolidated and bottlenecks to be overcome during implementation of subsequent plans. Going forward, this plan has outlined measures for responding to changes in the financial and economic environment as well as programmes to be delivered with details for each programme including the development needs to be addressed coupled with the strategies to be used to which the programmes will contribute; the services or goods to be provided; the performance indicators; and the proposed development allocation to each programme. The plan describes how the county government is responding to changes in the financial and economic environment and the programmes to be delivered with details including the strategic priorities; the services or goods to be provided; the measurable indicators of performance; and the budget allocated to the programme. The plan also includes payments to be made on behalf of the county government, including details of any grants, benefits and subsidies that are to be paid; description of significant capital developments; a detailed description of proposals with respect to the development of physical, intellectual, human and other resources of the county; a summary budget in the format required by regulations; and such other matters as may be required by the Constitution or the Public Finance Management Act. In line with Homa Bay County’s vision of becoming a healthy, wealthy and industrialized county; the plan is focused on (1) pro-poor priorities set out in the CIDP; (2) accelerating capital improvement, (3) strengthening structures for improved mobilization and management of resources in the county; and (4) supportive framework for the growth of the private sector.
