The 2019 Mombasa County Fiscal Strategy Paper identifies the broad strategic priorities and policy goals that will guide the County Government in preparing its budget for Financial Year (FY) 2019/2020 and the Medium Term in accordance with the Public Finance Management Act 2012, section 117. The strategy covers the following broad areas: review of the fiscal performance of first half of the FY 2018/2019; highlights of the recent economic developments and economic outlook; broad strategic priorities and policies for FY 2019/2020 as indicated in the Medium Term Fiscal Framework and as outlined in the draft Mombasa County Integrated Development Plan (CIDP) 2018-2022. This is the sixth Fiscal Strategy Paper since the operationalization of the County Governments and the first one to implement the CIDP 2018-2022.

The Mombasa County Budget Review and Outlook Paper (CBROP), is set against the backdrop of an expected global recovery after a slump in 2020 occasioned by the outbreak and the rapid spread of the Covid-19 Pandemic. The Pandemic and the attendant containment measures has led to contraction of the global economy disrupting businesses including international trade and leading to loss of livelihoods for millions of people globally.&#13;
It presents the recent economic developments and actual fiscal performance of the FY 2020/2021 and makes comparisons to the budget appropriations for the same year. It further provides updated forecasts with sufficient information to show changes from the projections outlined in the latest County Fiscal Strategy Paper (CFSP), developed in February 2021. In this Paper, we will also provide an overview of how the actual performance of the FY 2020/2021 affected the County’s compliance with the fiscal responsibility principles and the financial objectives as detailed in the 2021 CFSP.

<description>Mombasa County Climate Change Policy 2021
Mombasa County is one of Kenya’s coastal county, with an area of 260km2 between latitudes and longitudes -4.0435, and 39.6682. It borders Kilifi County to the North, Kwale County to the South West and the Indian Ocean to the East. The county lies within the coastal lowland which rises gradually from the sea level in the East to about 132m above sea level (asl) in the mainland. The county has six constituencies namely Changamwe, Jomvu, Nyali, Kisauni, Likoni and Mvita. The population is estimated at 1.2 million and it is projected to rise up to 1.8 million by 2030. The County’s terrain is characterized by three distinct physiographic features, which includes the coastal plain (parts of Changamwe and North Coast and parts of South Coast) consisting of flat land and beach terraces covered with coral limestone, sand deposits and back reefs; the hilly areas in the western part of the county (parts of mainland west) that is 45m to 132m asl; and the Indian Ocean and the shoreline covering parts of the South Coast, the Island, parts of Changamwe and the North Coast. The island is separated from the mainland by two creeks, Port Reitz in the south and Tudor Creek in the north, which are fringed by well-developed mangrove forests. The fringing coral reefs in the North Coast are an important marine conservation area - Mombasa Marine National Park and Reserve.

<description>Mombasa County Annual Development Plan 2019/2020
This ADP sets out the strategic priorities for the medium term that reflects the County Government’s priorities and plans for the 2019/20 financial year. It contains the Programmes/Projects to be delivered with their objectives, expected outputs, performance indicators, time frame and the amount allocated for each project as in line with the budget estimates for the Fiscal year 2019/20.&#13;
The plan in totality presents the county strategies towards realizing the objectives of the County Integrated Development Plan (CIDP) 2018-2022, the third Medium Term Plan, Vision 2030, Medium Term Expenditure Framework (MTEF) and Sectoral Plans, and is also geared towards mainstreaming the National and International commitments like Agenda 2063 of the African Union and the Sustainable Development Goals (SDGs) among others.&#13;
The Annual Development Plan (ADP) will implement the CIDP in five annual plans and this is the second plan to be developed and it will also be linked with the Sector/Departmental Annual Work Plans: The Departments in the County prioritizes their programs in an annual work plan and this is essential in consolidating the ADP.
