<description>Kisii County Fiscal Strategy Paper 2021/2022
The 2021 County Fiscal Strategy Paper (CFSP) is the fourth prepared in the&#13;
implementation of the County Integrated Development Plan (CIDP) 2018-22 in&#13;
realization of the County aspiration of “prosperity for all”. It outlines the current&#13;
state of the economy with respect to the County, provides macro-fiscal outlook over&#13;
the medium term and specifies the set strategic priorities and policy goals together&#13;
with a summary of Government spending plans, as a basis for the FY 2021/22 budget&#13;
and medium term.&#13;
The Kisii economy has performed well since inception of devolution largely due to&#13;
massive investment in infrastructure and productive sectors, the contribution of the&#13;
County to the country’s GDP is estimated at 2.1 percent. However, the growth&#13;
momentum was slowed in 2020 when the COVID-19 strake in Kenya. This Paper is,&#13;
therefore, prepared against a background of a contracting economy occasioned by the&#13;
COVID-19 containment measures put in place by both National and County&#13;
Governments which have disrupted businesses and livelihoods.

<description>Kisii County Fiscal Strategy Paper 2020/2021
The County Fiscal Strategy Paper (CFSP) is prepared in line with Section 117 of the PFM Act, 2012. This is the third CFSP to be prepared in the implementation of the second generation of the County Integrated Development Plan (CIDP) 2018-2022. The Paper sets out the county's priority programs to be implemented in the Financial Year (FY) 2020-2021 and over the medium term.&#13;
The focus in the FY 2020-21 and over the medium term will be in the implementation of programmes in Agriculture, Water, Health, Roads, Trade and Urban Development. These strategic priorities are capital intensive and taking into account the limitation&#13;
in our resource envelope, their implementation will therefore be spread over the medium-term period. Proper implementation of these programs as expounded in this CFSP will raise county economic efficiency and productivity and in turn, make our county competitive, thus creating vast opportunities for productive jobs and securing livelihoods and are in harmony with the “Big Four Agenda” of the National Government for the realization of the Kenya Vision 2030.

Kisii County Fiscal Strategy Paper, 2019 sets out the county policy goals and strategic priorities&#13;
that will be the basis for formulation of the County’s Financial Year 2019/2020 budget and the&#13;
medium term projections. This is an annual planning document that shows the various fiscal&#13;
strategies that the County Government of Kisii intends to employ to meet its overall objective of&#13;
improving the livelihoods of its citizens. Preparation of this Paper is a requirement under Section&#13;
117 of the Public Finance Management Act, 2012.&#13;
The Fiscal Strategy Paper outlines the Medium-Term Fiscal Framework, which offers&#13;
mechanisms for entrenching sustainable growth and development for efficient service delivery in&#13;
Kisii County. This calls for openness, transparency, accountability, responsiveness, and abiding&#13;
by the rule of law to facilitate fiscal discipline and maintain macroeconomic stability.&#13;
In compliance with the mandate bestowed on the County Governments by the Constitution of Kenya,&#13;
2010, Kisii County Government is dedicated to prudently utilizing the available resources and enhancing&#13;
fiscal discipline so as improve the living standards of its residents. The County Government will focus on&#13;
expanding and maintaining the road network, improve health care, increase water reticulation, enhancing&#13;
food security and urban development.

<description>Kisii County Fiscal Strategy Paper 2018/2019
This is the fifth County Fiscal Strategy Paper (CFSP) to be prepared in line with Section 117 of the Public Finance Management Act, 2012. The Paper takes into account the priorities earmarked for implementation in the Annual Development Plan (ADP), 2017. It articulates economic policies and structural reforms as well as sector-based expenditure programs that the County intends to implement in realization of the Second Kisii County Integrated Development Plan (CIDP), 2018-2022. The Paper covers the following broad areas: review of the fiscal performance for the first half of the FY 2017/2018; recent economic developments and outlook; strategic priority areas for FY 2018/2019 as spelt out in the ADP, 2017; and the medium term fiscal framework. This Paper articulates economic policies and structural reforms as well as sector based expenditure programmes that the County intends to implement in order to achieve the broad goal of its development agenda of employment creation and poverty reduction. In particular, it emphasizes continued shift of resources in favour of programmes that enhance growth and job creation, and to support stronger private sector investment in pursuit of new opportunities in a changing economic environment.

In compliance with the mandate bestowed on the County governments by the Constitution, Kisii&#13;
County Government is dedicated to prudently utilizing the available resources and enhancing&#13;
fiscal discipline so as improve the living standards of her citizens. The County Government will&#13;
work on the improved macro-economic environment to overcome the devolution transition and&#13;
the various interrelationship challenges within the national and county governance structures.&#13;
The County Government will promote value addition, investment on infrastructure and support&#13;
especially the small and medium enterprises so as to expand employment opportunities&#13;
The Medium Term Expenditure Framework aims at ensuring efficiency and effectiveness in the&#13;
implementation of the development activities outlined in the Annual Development Plan. This is&#13;
important to create fiscal space for financing priority projects by the departments in the County.
