This County Annual Development Plan (CADP) has been formulated under section 126 of the Public Finance Management Act (PFMA), 2012.&#13;
As the County Government of Nyamira prepares to start implementing a comprehensive programme to uplift the welfare of the people and ensure sustainable social, economic, environmental and political development, it is important to understand how the process of devolution has progressed one year into devolution.&#13;
Devolution presents the best opportunity for realising shared development and prosperity. The County Government of Nyamira has put in place measures to ensure that devolution works for the benefit of the people. Various policies, regulations and bills have been formulated with the sole aim of strengthening implementation structures and institutions and stamping out wastage of resources.&#13;
The objective of this plan is to provide information on the development attained under devolution and challenges that can help both the National and County governments to manage the process better and make devolution to work.

The County Government of Nyamira continues to implement comprehensive programmes to uplift the&#13;
welfare of the people and ensure sustainable social, economic, environmental and political development.&#13;
This is in line with the aspirations of the People of Nyamira and the Kenya Constitution 2010.&#13;
Devolution as outlined in Kenya Constitution 2010 presents great opportunity for realizing shared&#13;
development and prosperity. The process of devolution has progressed five years.&#13;
This County Annual Development Plan (CADP) is developed pursuant to section 126 of the Public&#13;
Finance Management Act (PFMA), 2012. The County Government of Nyamira has put in place&#13;
measures to ensure that devolution works for the benefit of the people. Various policies, regulations and&#13;
bills formulated previously with the sole aim of strengthening implementation structures and institutions&#13;
and stamping out wastage of resources.&#13;
The proposed priority programmes contained in the 2019/2020 Annual Development Plan intend to meet&#13;
these strategic objectives, which will in turn stimulate economic growth and hence contribute to&#13;
sustainable socio- economic development. These programmes are also consistent with the aspirations of&#13;
our key policy documents such as the Third Medium Term Plan (2018-2022) of Kenya Vision 2030,&#13;
Nyamira County Integrated Development Plan (2018-2022) and the respective County Departmental&#13;
Strategic Plans.

<description>Nyamira County Annual Development Plan 2021/2022
This County Annual Development Plan is developed pursuant to section 126 of the Public&#13;
Finance Management Act (PFMA), 2012. The proposed priority programmes contained in the&#13;
2021/2022 Annual Development Plan intend to meet strategic sector objectives as stated in the&#13;
departmental strategic plans for 2018-2022. These strategic plans are linked with the Nyamira&#13;
CIDP 2018/2022, the third Medium Term Plan (2018-2022) and the Kenya Vision 2030. The&#13;
implementation of the CADP is expected to stimulate economic growth and hence contribute to&#13;
sustainable socio- economic development.&#13;
The aim of the 2021/2022 ADP is to set the pace for faster socio-economic development and&#13;
sustainable growth through efficient and effective management of public resources. To achieve&#13;
the envisaged performance, the CGN will step-up investment in the socio-economic sectors and&#13;
physical infrastructure. Reforms in governance, public financial management, public service and&#13;
business regulation complement this ADP. Once implemented, this will enhance the County’s&#13;
competitiveness to attract both domestic and foreign investors.

<description>Nyamira County Annual Development Plan 2018/2019
The 2018/19 County Annual Development Plan is the fifth one to be prepared by the Nyamira&#13;
County Government. It sets out the County’s priority programmes to be implemented in the&#13;
Financial Year 2018/2019 under the Medium Term Expenditure Framework. As stated in the&#13;
2017 County Fiscal Strategy Paper, the Plan covers the following broad strategic priority areas:&#13;
Infrastructure development: This will include interventions in roads, energy (street lighting) and&#13;
ICT development.&#13;
Agriculture, rural and urban development: Priority will be given to livestock, fisheries and&#13;
agriculture, spatial planning and housing development.&#13;
Water and environment: The priority will be given to spring protection, drilling of boreholes,&#13;
wetlands conservation and promotion of bamboo tree planting.&#13;
Priorities in this sector will include funding healthcare infrastructure, communicable and noncommunicable&#13;
diseases and drugs.&#13;
Social sector: priority areas will be Education (ECDE&amp; Youth polytechnics), Culture, Sports,&#13;
Youth, Cooperatives, Trade development and opportunities for vulnerable members of our&#13;
society.&#13;
