<description>Embu County Integrated Development Plan 2018-2022
The Constitution of Kenya, 2010 created a two tier system of governance, a national and 47&#13;
devolved county governments. The Constitution stipulates that integrated development planning&#13;
will govern the preparation of national annual budgets and those of the counties. It further outlines&#13;
that no public funds shall be appropriated without a planning framework. In addition, all planning&#13;
is expected to be inspired by the Kenya Vision 2030 and be aligned to the respective Medium&#13;
Term Plan. The Vision guides Kenya to become a newly industrialized middle income country&#13;
providing high quality life for all citizens by the year 2030.&#13;
The responsibility of planning is apportioned to both national and county levels of government.&#13;
The County Government Act, 2012 requires that all county governments prepare and implement&#13;
County Integrated Development Plans. These plans are, according to the act, five year plans that&#13;
are implemented through annual budgetary allocation by the county governments. The main&#13;
purpose of the CIDP is to guide, harmonize and facilitate development within each county. It is an&#13;
approach to planning that involves the entire county and its citizens in finding the best solutions&#13;
to achieve good long-term development. It aims to co-ordinate the work of local and other spheres&#13;
of government in a coherent plan to improve the quality of life for all the people living in an area.

<description>Embu County Integrated Development Plan 2013-2017
The County Integrated Development Plan has been prepared in line with Vision&#13;
2030 and the County Government Act 2012. The aim of Kenya vision 2030 is to&#13;
create a globally competitive and prosperous country with a high quality of life by the&#13;
year 2030. The Vision is based on three pillars namely; the economic pillar, the social&#13;
pillar and the political pillar. The Vision is anchored on a number of foundations&#13;
such as, macroeconomic stability; continuity in governance reforms; enhanced equity&#13;
and wealth creation opportunities for the poor; infrastructure; energy; science,&#13;
technology and `innovation (STI); land reform; human resources development;&#13;
security as well as public sector reforms. The Vision 2030 is being implemented in&#13;
successive five year Medium Term plans with the first plan covering the period 2008-&#13;
2012. The Medium term plan articulates medium term policies and objectives to be&#13;
