<description>Kitui County Budget Review and Outlook Paper 2017
This CBROP has been prepared in conformity with the requirements laid down by section 26 of the&#13;
PFM Act 2012. The document provides an overview of the performance of the previous year 2015/16&#13;
and paints an outlook of the economy’s performance in the medium term, emphasising on the&#13;
performance forecast for 2016/17. It compares the actual performance of the period under review to&#13;
the budget, and gives highlights of how the performance in 2015/16 affected our compliance with the&#13;
fiscal responsibility principles and the financial objectives as outlined in the PFM Act 2012 and the&#13;
CFSP 2016.&#13;
The preparation of CBROP 2016 was collaborative, with all departments providing necessary&#13;
information to explain the achieved level of performance and the safeguards they have put in&#13;
place to mitigate against low absorption rates. The departments also did provide reports on individual&#13;
ministry performance and the challenges they encountered while implementing the programs. All this&#13;
information is consolidated in annex I that is attached to this document for further clarity.&#13;
It is important at this time to particularly acknowledge the effort and the team spirit of County&#13;
Treasury that made it possible to come up with a well consolidated paper. I wish to appreciate the&#13;
efforts of all economists led by Fidhelis Mwaniki, the Deputy Director, Joel Muyanga, Assistant&#13;
Director, Victor Mwangu, Principal Statistician, the work of revenue team led by Enoch Nguthu,&#13;
Deputy Chief Finance Officer and John Makau, Assistant Director, and the support of the Finance&#13;
team led by the Chief Finance Officer, in summarising financial information necessary to make the report easy to understand. The tireless effort of the recently formed multi-sectoral budget team provided invaluable contribution towards preparation of this CBROP.

This County Budget Review and Outlook Paper (CBROP) is the third one since the inception of devolution. It presents the fiscal outcome for FY 2015/16 and how this affects the financial objectives set out in the 2016/17 budget. The updated macroeconomic outlook therein also provides us with a basis to revise the 2016/17 in the context of the supplementary estimates as well as setting out the broad fiscal parameters for the next budget and in the medium term. This County Budget Review and Outlook Paper is organized in five parts as follows: Part One presents introductory information regarding the objective of the CBROP and an assessment of the County’s fiscal performance in FY 2015/16. Part Two analysis the fiscal performance in detail, capturing both revenue collection and expenditure as well as highlighting the implications of FY 2015/16 fiscal performance on fiscal responsibility principles and financial objectives contained in the 2016 County Fiscal Strategy Paper (CFSP). Part Three looks at the recent county economic developments and outlook both at the National and County levels. Part Four looks at the resource allocation framework. It gives a report of the budget estimates 2015/16 and adjustments of the same after the re-prioritization of County Government programmes for the financial year. This County Budget Review and Outlook Paper (CBROP), prepared in accordance with Public Financial Management Act, 2012 is the second to be prepared by the County Government of Kitui under the devolved governance structure. It presents the recent economic developments and actual fiscal performance of the FY 2014/2015 and makes comparisons to the budget appropriations for the same year. It provides updated MTEF financial forecasts and how these projections deviated from estimates contained in the last County Fiscal Strategy Paper (CFSP) released in February 2014, actual budget 2014/15. In this paper also, we show how the actual performance of the local and national economy in 2014/15 FY affected our compliance with the fiscal responsibility principles and financial objectives as detailed in CFSP 2014. Though the County is moving along with the National Government in implementing a raft strategies and reforms geared towards accelerated economic growth, serious challenges have been inadequate human capacity to harness the full potential of some these reforms. A case in point is the changing terrain in the budgeting process (from itemised to program based budgeting) that has roped in the use of the Integrated Financial Management Information System (IFMIS), which is presenting a new face of challenges right from planning to implementation. The need to address the local challenges such as poverty has led the county to put in place policies and programs necessary to tackle the problem. However, such policies that include local contracting have also resulted into low absorption of funds as the contractors lack the financial capacity to fund the projects awarded to them.

This County Budget Review and Outlook Paper (CBROP), prepared in accordance with Public Financial Management Act, 2012 is the first to be prepared under the devolved governance structure. It presents the recent economic developments and actual fiscal performance of the FY 2013/2014 and makes comparisons to the budget appropriations for the same year.  In this paper also, we show how the actual performance of the local and national economy in 2013/14 FY affected our compliance with the fiscal responsibility principles and financial objectives. The funds absorption rates for the 2013/14 FY were 17.64% and 83.5% for development and recurrent respectively leading to an average of 50.58%.  A review of the 2013/14 FY performance results in various lessons which are not limited to:  a) Procurement process takes time. The preparatory work necessary to be able to advertise tenders must be started before or very early in the FY to be able to implement projects within the FY.  b) The Community Level Infrastructure Development Programme project implementation process is lengthy covering over twelve steps/processes. Unless the process for this programme is started within the first quarter of the FY, projects may not be implemented within the FY. c) The IFMIS system allows full commitment of LPOs. Funds committed are not available for any other project even if that project has not started unless the LPO is cancelled and de-committed. There were challenges with connectivity leading to system downtime. d) Staff capacity is critical for the implementation of projects and to ensure quality work. e) Construction of buildings has a lengthy process before the tendering process commences including preparation of building plans, architectural drawings etc. Funds should only be allocated to these projects based on what is possible to accomplish within the FY. &#13;
f) That revenue collection using manual systems is prone to many weaknesses. There are also many casual collecting revenues. The plan is to automate the process. g) Projects to be undertaken in partnership with companies will require longer periods because the boards of those companies must approve the project before starting the implementation process. Kitui County has huge investment potential which has attracted both local and international companies and individuals willing to invest in the County (with one contract for coal mining already signed), highlighting the bright prospects of the local economy. The county is also strategically located between the two major transport corridors; the Mombasa – Nairobi – Malaba and the proposed LAPSSET corridor. Its proximity to the two corridors presents a great investment opportunity as well as competitive advantages to potential investors. The development of the Kitui Vision for Socio Economic Transformation, a long-term development blueprint, with a core element of the six economic and investment zones will guide the county’s socio-economic development in the next one decade thereby creating investment opportunities in all the six zones...
