The public Financial Management act (2012) requires each county government to prepare an Annual Development Plan as a key document in planning and budgeting at county level. the ADP is anchored  to the County Integrated Development Plan (CIDP 2018/2022) and the Governor's 5 pillar Manifesto. the plan provides detailed programmes and projects to be undertaken by various county departments in the 2022/2023 FY. it also highlights lessons learnt and key challenges in implementation of various projects for 2020/2021, key recommendations to overcome the challenges notes are also highlighted

<description>Kitui County Annual Development Plan 2021/2022
The 2021/22FY Annual Development Plan is based on the Second CIDP 2018-2022 which contains projects to be implemented within the span of five years. The projects were derived from public participation conducted in 2018 through the community, County Budget and Economic Forum, County ministries, National government and other stakeholders. From the forums, there was singnificant participation on projects identification, planning, implementation, monitoring and evaluation. As a result, the five pillar manifesto will be achived and promotions of social, political and economic development. The current ADP was prepared at a time when the global pandemic of Covid – 19 had hit the country. Due to this, the normal Public Participation Forums were not held at the community level. However, the County prepared an advert for public views on the FY 2021/22 ADP which was uploaded on the county website and copies placed at all county field offices (Subcounty, Ward and Village Offices) and key market centres to invite views from the public. The public responded positively and their views were captured in this ADP.

Kitui County is one of the three Kenyan Counties inhabited by the majority Kamba community.&#13;
The Kamba people were historically long - distance traders. The trade inclination has made the&#13;
Kambas highly receptive and hospitable to visitors. With its headquarters at Kitui town, The&#13;
County is resource rich with commercially viable coal reserves in Mui Basin. Other mineral&#13;
resource includes limestone, iron ore and sand. Forty-six (46) percent of the Tsavo East National&#13;
Park is in Kitui County and has a great heritage with great untapped tourism potential. Proximity&#13;
to Nairobi and the Standard Gauge Railway offers great opportunities for economic&#13;
transformation. Permanent rivers, namely, Tana and Athi flow through the County.&#13;
Despite the great potential, Kitui County is among the Arid and Semi-Arid (ASAL) counties&#13;
characterized by relatively high levels of poverty. The level of absolute poverty is estimated at&#13;
47.5 percent compared to the national average of 36.1 percent in 2016. About 522,000 persons&#13;
or 3.2 percent of the Kenyan poor live in the County. Food poverty is estimated at 39.4 percent&#13;
compared to the national average of 32 percent. About fifty percent of the population does not&#13;
have access to improved water sources and 57.6 percent of households spent thirty minutes or&#13;
more to fetch drinking water. The County is a member of South Eastern Kenya Economic Block&#13;
(SKEB) composed of three counties: Kitui , Makueni and Machakos.

Development Plan (CIDP) and the Kitui County Profile. In order to ensure efficiency in resource&#13;
allocation, maximize benefits to the citizens and minimize the number of uncompleted projects,&#13;
emphasis has been laid on implementation of the CIDP 2018-22 and departments advised to allocate&#13;
funds to ongoing projects which do not have adequate allocation.

Chapter Two presents brief information of the county ministries, vision and mission statements, and core functions of each ministry. It provides in brief the broad ministry development priorities for the 2017/18 budget and the details of the projects and programmes to be implemented. It finally outlines the challenges encountered during implementation of 2015/16 projects. &#13;
Chapter Three looks at the assumption implied while preparing the ADP and the risks that may result in the non-implementation of the plan as proposed. &#13;
Chapter Four concludes by giving recommendations on the best way forward

The Annual Development Plan (ADP) provides the description of the County in terms of the&#13;
location, size, physiographic and natural conditions, demographic profiles as well as the&#13;
administrative units. The ADP lays the foundation and sets the tone for priority projects and&#13;
programmes to address the development challenges that face the county after making a review of&#13;
the status of the previous year’s projects.&#13;
The County Government is responsible for delivery of services such as health care, water supply,&#13;
transport and agriculture support among many others. Further to the devolved services the County&#13;
Government responsibilities are stipulated in the County Governments Act, 2012 Section 5 and the&#13;
functions are detailed in Part II of the fourth schedule in the Constitution of Kenya, 2010.
